STATE OF THE RIGHT BANK OF THE CHELBAS RIVER IN CHELBASSKAYA VILLAGE IN THE KRASNODAR REGION

The river Chelbas – is the steppe river passing through all Chelbasskaya village of the Kanevsky area. Selting of small rivers leads to rise in level of ground waters and bogging of flood plains which become unsuitable for any use. Harmful influence can conduce coming in a reservoir of a large number of suspensions. Suspensions increase water turbidity, reduce depth of penetration of sunshine, i.e. reduce a layer in which there is a photosynthesis that conducts to decrease of primary production of a waterway and deficiency of oxygen. The increase in ground rainfall can lead to change of fauna of a benthos, a silting of spawning areas, death from suffocation of have already spawned caviar of fishes. Research of the right river bank of Chelbas in the territory of stanitsa Chelbasskaya included studying of qualitative structure of wood, shrubby and grassy vegetation of a coastal strip, visual assessment of its state and definition of the general projective covering. In the lower current of these rivers the mineralization raises to 3-5 g/l. It speaks, apparently, by that the water containing alluvial deposits in the top parts of valleys have higher filtrational properties better are washed out, than on surrounding watersheds and slopes, and also down valleys. Works on bank protection will improve a condition of a right-bank strip of river Chelbas

STATE OF THE RUSSIAN MARKET OF SUNFLOWER SEEDS

The article presents characteristic of the Russian seeds market as one of the main factors of the efficiency of domestic agriculture. The dynamics of sunflower acreage, a tendency to reduce them, the major factors that influenced the current trend were examined. The dependence of the dynamics of sunflower yield on the share of imported seeds used for its cultivation was revealed. The article showed the main problem of domestic seeds and identified current trends. The structure of costs in the cultivation of domestic and imported sunflower hybrids in different economic conditions was shown; the efficiency is calculated using a variety of technologies. Based on the calculations we have made conclusions and determined the prognosis for local farmers on the basis of current market dynamics. The article has shown guidelines for state support for the industry to address the problems for which the Ministry of Agriculture had developed a strategy of breeding and seed production of major crops until 2020. The necessity was shown for Russia's membership in the international system of quality certification of seeds OECD (Organization for Economic Cooperation and Development), which will implement domestic seeds in the European market and make domestic seed production more competitive. Indicated the need for close cooperation between business, science and educational institutions, participation in international educational programs, bringing to research the most promising students to form staffing

STATE OF TRANSPORT PROCESSES FOR REPAIRING AND ASPHALTING OF ASPHALT ROADS AND WAYS THEIR DEVELOPMENT

The article explains the importance of the transport process when performing repair jobs of asphalt roads. The scheme of the technological process was drawn up; job steps were identified, while the latter may be characterized by non-productive downtime of transport as well as that one of technological machines. We have analyzed the following steps of the flowchart of the road concrete mix transportation: the preparation of the road concrete mix for transportation, loading, transportation, unloading, laying and packing. The transportation of goods starts at the working site of their production and ends at the site of their consumption. The transportation process is a multistep and multioperational process having the greater diversity of technological, operational and economic operations, which must be correctly organized. It is extremely important to deliver the road concrete mix of coating plant (OP) just in time, while avoiding the unproductive idle standing of the equipment, the deterioration of the mixture, as well as performing the job steps at minimum transportation cost savings. The successful combining of the steps of the concept organization of the road concrete mix transportation (coating plant, asphalt laying step, transportation step) will improve the performance and will provide the reduction of the job cost. One must perform the coordination of job steps on different road sections using information technologies and communication facility

In order to describe the state of the power vertical in Kalmykia an analytical review of the Constitution of the RSFSR in 1937 and the Constitution of the Kalmyk ASSR in 1937 was made in this paper. The study reveals features of construction of the vertical of the supreme bodies of state power. The conclusion is that the system of construction of the vertical of higher authorities, establishes a sign of a unitary form of state-territorial structure

STATE PROTECTIVE FOREST STRIP "CHERKESSK - ELISTA - VOLGOGRAD"

After World War II, in 1946, our country understands the problem - a terrible drought. To protect themselves against such disasters in the future, on October 20th , 1948, by the Council of Ministers of the USSR and the Central Committee of the Central Committee of the All-Union Communist Party of the Bolsheviks a resolution "On the plan of shelterbelts, the introduction of grass crop rotation, construction of ponds and reservoirs to ensure high crop yields in the steppe and forest-steppe regions of the European part of the USSR " was adopted, later known as the "Great Plan for the Transformation of Nature". During the years 1950- 1965 it was planned to create the next big state protective forest strips from Saratov to Astrakhan on both banks of the Volga River; - in the direction of cities and towns: Penza - Ekaterinovka - Veshenskaya - Kamensky, in watersheds of the rivers Khoper and Medveditsa, Kalitva and Berezovaya; in the direction of cities Kamyshin - Volgograd, in the watershed of the rivers Volga and Ilovlya; in the direction of towns Chapayevsk - Vladimirovka; in the direction of cities Cherkessk - Elista - Volgograd; - in the direction of the mountain Vishnevaya, Orenburg, Uralsk and the Caspian Sea on the banks of the Ural River; in the direction of cities: Voronezh - Rostov - on - Don; on both banks of the Don River; on both banks of the river Seversky Donets from the city of Belgorod to the Don River. Strips were created in the steppe and forest steppe areas. It was the first, in the history of humankind, largest environmental program of impacts on the climate of the huge territory, designed to protect permanently fertile agricultural lands from harmful dry winds, dust storms, lack of moisture and soil erosion. We have studied the site of the State protective forest strip "Cherkessk - Elista - Volgograd" located in the "Kuban forest districts" of the Karachay-Cherkessia Republic. In this area the analysis of taxation indicators was made, the dynamics of change in the stock of plantations connected with age was studied

STATE REGULATION OF ORGANIC FARMING: CONDITION AND TENDENCIES OF ITS DEVELOPMENT IN RUSSIA

One of the important problems in the field of agriculture is soil contamination by pesticides due to excessive and unbalanced use of pesticides. The harmful effects of pesticides on the environment and human health is manifested in the contamination of water, soil, food, the development of chronic diseases and acute poisoning, malignant diseases, congenital malformations, infant mortality. An alternative to the use of chemical remedies are organic methods and techniques of cultivation of agricultural land. One of such technologies is the laser technology of cultivation of agricultural crops, the application of which makes it possible to not only produce organically clean, useful agricultural products, but also reduce the cost of crop production and increase their productivity. STATE REGULATION OF ORGANIC FARMING: BASES AND FEATURES OF THE EUROPEAN AND THE U.S. LEGISLATION

Regulation of environmental protection in agricultural production is very important at the present time due to the growing trend of deterioration of the environment and public health worldwide. A severe negative impact on the environment is due to productive human activities in agriculture, one of which is soil pollution due to excessive use of pesticides. The implementation of organic methods of cultivation of agricultural crops is one of the ways of improving soil fertility. This trend was established in the EU and the US. In these countries, the sector of organic agriculture was modernized with following parameters: legislation, certification and standardization. In the article the authors analyze the characteristics of European and American legislation on organic production of agricultural products, the process of the emergence and development of this activity, as well as conditions for the formation of normative-legal acts, standards and certificates in the EU and the US. Major adverse effects of the widespread use of pesticides and other intensive methods of agricultural production were listed. We have also substantiated the need for the development of organic agriculture as a real instrument for the development of modern and competitive agriculture in the global food market, taking into account Russia's accession to the WTO. We have analyzed European and American legislation on organic production of agricultural products. The process of the emergence and development of this activity, as well as conditions for the formation of normative-legal acts, standards and certificates in the EU and the US has been revealed. We have also proved the need for the development and improvement of legislative base of the Russian Federation in the field of organic agriculture, certification and standardization, taking into account the experience, as the EU and other countries
