The development of political, military and economic strength of the Russian Federation is impossible without the development of patriotism in the public areas of educational activities and patriotic work aimed at enhancing patriotic education of youth, including sea cadets’ universities. In this regard, some positive experience of great-power patriotic education of students and midshipmen of the epoch of Peter the Great and the whole period of the Russian Empire and the Soviet Union is of great interest for modern educational theory and practice, education modern fleet of youth in the spirit of selfless love for the Fatherland, its history and traditions. The author of this article starts from considering of patriotism to the state as a high sense of citizens’ love to their country, as well as awareness of their civil, professional and military duty in front of the government and its people. In the article, relying on domestic research and scientific publication we analyze the process of formation of sea education in Russia, as well as the genesis of the idea of patriotism and the state system of public-patriotic education of students of maritime educational institutions. It has been established that the state patriotism and state-patriotic education as a pedagogical problem at all times have presupposed the formation of the students on the basis of the patriotic ideal state-patriotic consciousness, outlook, position, state-patriotic behavior based on high patriotic feelings and beliefs. This area has always occupied a special place in the spiritual life of society, in pedagogical science and practice. The analysis allowed us setting specific stages of the development of the idea of patriotism, state-patriotism education in the maritime training institutions of Russia, as well as showing the real system of educational influence for each stage

The research object are methods of standard manufacturing schemes adaptation for small-scale intraeconomic mixed fodder plants. The standard manufacturing scheme adapts for specific plant by process of elimination of unnecessary additional technological modules in this configuration, or in their changeover by other modules allowing to achieve the required quality level of processing of raw materials or compound feed by changeover of the available technological operations by more perfect and also in adding in the scheme of new modules. The adaptation algorithm of the standard manufacturing scheme for production the compound feeds is developed for the intraeconomic plant. The algorithm creates an opportunity as much as possible to consider specific conditions and needs of specific agricultural enterprise in case of design. Application of the adapted modular technological circuits on the designed small-scale formula-feed plants will allow to increase considerably nutritional value and biological safety of the produced compound feeds
Poverty is a pressing problem in the scale of the
national economy, and within regions. In agricultural
regions a large proportion of the population is engaged
in agricultural production, where the pay is low. In
such regions the scale of poverty are significant.
Poverty also has negative social potential. Low
standard of living remains one of the main obstacles to
increasing the birth rate and to the solution to the
population problem. One of the main indicators of
quality of life is the size of per capita income. This
indicator allows us to compare the standard of living of
the populations in the same region and between
subjects. To assess the level of material security in
Russia we often use two indicators: a living wage and
the minimum consumer budget. The concept of
“poverty” and “living wage” used in the world as
equivalent. The dimensions of these parameters are
determined by the value of the minimum allowable
limits of use below which normal human development
is impossible. The author conducts an analysis of
selected indicators of living standards of the
population of the Krasnodar region. One of the areas
of analysis appears characteristic of households with
wealth lower than subsistence minimum. Poverty is
directly related to the unequal distribution of income
and property. The article analyzes the socio-economic
differentiation of the population of the Kuban region
In this article some features of standard regulation of a legal status of public servants of civil department in the XIX century are considered. The author notes that legal status of the public servant is the main component of system of legal support of public service. In this regard, theoretical approaches to understanding of such category of law as "legal status" are investigated. The scientific and legal category "legal support" can be considered as in wide, and in a narrow sense. We suggest understanding such system of the social and legal elements able as legal support to influence formation of precepts of law and their practical realization. Modern scientific approaches to definition of the legal category "status" are characterized by sufficient different aspects; there is no unity of opinions that allows drawing a conclusion on difficult multicomponent system of elements of the status of public servants. Legal status of the public servant - the sphere of realization of the rights and duties, legitimate interests, legal responsibility, guarantees. The office legislation in the Russian Empire in details regulated features of legal status of public servants. We have prepared a massive layer of legal acts which was improved further and, in fact, in the changed form found the reflection and during the Soviet period of development of institute of public service in spite of the fact that as a result of revolution of 1917 all regulations were cancelled. Elements of legal status of public servants were accurately defined and designated: the rights, duties, guarantees, a ban and restrictions, legal responsibility that was absent at the legislative level earlier
