In practice, we often encounter the problem of
determining a system state based on results of various
measurements. Measurements are usually
accompanied by random errors; therefore, we should
not talk about the definition of the system state but its
estimation through stochastic processing of
measurement results. In the monograph by E. A.
Semenchina and M. Z. Laipanova [1] it was
investigated for one-step filtering of the measurement
errors of the vector of demand in balance model of
Leontiev, as well as multistage optimal filtering of
measurement errors of the vector of demand. In this
article, we have delivered and investigated the inverse
problem for the optimal one-step and multi-step
filtering of the measurement errors of the vector of
demand. For its solution, the authors propose the
method of conditional optimization and using given
and known disturbance to determine (estimate) the
matrix elements for one-step filtering of measurement
errors and for multi-stage filtration: for given variables
and known disturbance to determine the elements of
the matrix. The solution of the inverse problem is
reduced to the solution of constrained optimization
problems, which is easily determined using in MS
Excel. The results of the research have been outlined
in this article, they are of considerable interest in
applied researches. The article also formulated and the

The article deals with the problems of investigating the
resource potential state. We present a methodology
based on the systematic approach. The development of
economics’ resource potential requires shift from
unilateral and local approaches to adaptive systemic
paradigm, involving the use of tools, methods and
mechanisms of development, which are formed in
accordance with the hierarchical structure of the
resource potential according to different levels.
Generalization of the systemic aspects of the
economics’ resource potential formation and
development is revealed that the importance of
informed decision-making in the system of sectorial
management increases nowadays, that leads to the
increasing the analytical and predictive tools obtaining
relevant information according to the current processes
in the resource fields. The managing development
system of the economics’ resource potential in the
context of adaptive systemic paradigm provides the
identification of regional (across the macro-region)
and territorial (within the region) features of
developing status and trends of economics’ resource
potential. Because of tools’ application for multivariate
statistical analysis, we indicate groups of the identified
areas with different levels of resource development.
Main stages and steps allow formalizing the problem
at different levels, which will facilitate the process of
strategic planning and management of resource
development. For example, the agrarian sector of the
Southern and North Caucasian Federal District
presents the results of cluster’s analysis of subjects’
districts. We group the regions according to resource
potential development of the agricultural sector
The aim of the work is theoretical and experimental
confirmation of the possibility of improvement in
tractor unit acceleration due to the variable inertia
moment of the rotating masses of the engine. The use
of high-speed tractors in agricultural production
meets a number of difficulties associated with unsteady
processes during acceleration of the tractor
units. The emerging significant inertial loads during
acceleration result in the loss of engine power because
of what the machine and tractor unit is operating
at reduced productivity and efficiency. An analysis
of published works shows that the tractor unit
acceleration is strongly influenced by the rotating
mass of the engine. A device based on the application
of additional rotating masses in a free flywheel
connected or disconnected automatically to the main
engine flywheel at appropriate stages is offered. As a
result, the tension during acceleration is reduced.
The results of experimental studies on the effect of
the additional rotating masses on the engine acceleration
characteristics of the machine and tractor units
on the basis of Class 1.4 tractor are given. It is
proved that the use of the tractor additional rotating
mass connected or disconnected to the respective
modes of movement of a machine and tractor unit to
the flywheel of the engine, improves acceleration
performance

The concept, essence, value and classification of financial-legal norms are considered in the article. The special attention is paid to detection of peculiarities of these norms allowing delimiting them from norms of other branches of the law. The article emphasizes the fact that the direct purpose of the financial law norms is defined by a subject of the financial-legal regulation that is the relations arising in the process of public financial activities for regulation of formation, distribution and use of public funds of money. The authors’ opinion is reasoned about the fact that financial-legal norms are seldom arise as actual one because rules of conduct very rarely developed in social life as a prototype of the financial-legal norms. This circumstance is caused by the fact that financial relations do not exist and do not arise by it; these relations are shown in the forms determined by the state (municipalities) and depend primarily on social needs which are determined by a level of development of the commodity-money relations, extent of the state activity, social problems and so on. Besides, authors explore the reasons of instability of the financial law norms. In addition, in this article the authors’ opinion about action mechanism of the financial law norms as very actual phenomenon in modern Russia is reasoned.
