The aim of the article is investigation of the
Economics of knowledge and the identification of
influencing factors on the evolution of markets of
educational services and labor. The article analyzes
the basic theories that comprise the modern paradigm
of the knowledge economy. We have studied the
influence of the service sector and knowledge at the
level of GDP. It is shown that the development of
corporations in the knowledge economy depends on
financial, human, and institutional capital
The article shows that in the late XIX - early XX century in Russia it was really bad crime situation. Therefore, on March 12, 1908 due to the orders of the Director of the Police Department, M.I. Trusevich it was formed "Department of Criminal Detective parts", so 8th paperwork Department, tasked with the general supervision over the activities of the detective department of the Empire. June 20, 1908 in the State Duma they discussed the draft law "To the organization of the detective department". July 6, 1908, approved by the State Council and the State duma, the law "To the organization of the detective department" was approved by the Highest Emperor Nicholas II. In accordance with the law there were approved the authorities of the criminal investigation in the largest cities of Russia. The article states that the total number of police detective was brought to 96 units. Analyzing the law in question, it should point to a number of shortcomings associated with its material component. Firstly, this is a minor detective department states even for the 1st category, which significantly reduces the impact of operational and investigative activities, in addition, the absence of the detective department states in the 3rd and 4th digits as an assistant chief of the Detective Department gave problems in cases vacation, business trip or illness head. But in the article there are different and positive aspects of the law. With the adoption of the law it became possible the creation of the All-Russian secret police system
The article shows the role of famous scientists, academician Ivan T. Trubilin and professor Viktor V. Eroshkin in the organization of agricultural science in our region who have shown outstanding leaders of the largest agricultural University in the country, managed to organize and direct the work of a large group on the improvement of quality of preparation of specialists of agriculture, the solution of urgent scientific problems of the agroindustrial complex development. Under the leadership of the rector Ivan Trubilin, the science in the Kuban State Agrarian University (KubSAU ) has risen to a new level. The research was conducted on the plan of scientific-research work of University, Federal and regional scientific and technical programs. In their implementation, there were involved professors, teachers, researchers, doctoral students, post-graduate students. His scientific works and research on the development of scientific problems to improve economic efficiency and organizational forms of agricultural production are being continued and developed by the scientists of KubSAU. For many years, V. Eroshkin as a brilliant scientist worked together with academician I. Trubilin like his companion and the assistant in science. He has published more than 100 scientific works. The most important ones were: "Economic efficiency of oilseeds cultivation ", "Oilseeds in virgin areas", "Сalculation of crops acreage on the bases of perspective plan for the development of collective farms", "Principles of labor scientific organization", "Intensive tractors use and lowering work technical cost in collective farms". Under his leadership, dozens of dissertations were approved. His lectures were always marked with originality and accessibility and his ideas were easily perceived by students. All who knew and worked together with academician I. Trubilin and professor V. Eroshkin, will always remain these dedicated scientists, who were strictly following the principles of academic science
Only the rational, normally functioning legislation is
able to afford free exchange of information,
respectively and normal functioning of cultural
institutions, and creation of effective social
technologies and effective functioning of democratic
society, as such. It only emphasizes its special social
importance both for the country in general, and for
each hotel citizen as cultural values cause internal
stability of society, being its spiritual basis, its toposy.
And the library science which is determined as - an
industry of information, cultural, educational activities
of society that includes education and development of
libraries, forming and handling of library stocks, the
organization of library, information and library and
bibliographic servicing of users of libraries,
preparation of library personnel, scientific and
methodical ensuring development of libraries has
special value in this aspect. The emphasized attention
to a library science and people who work in
organizations of libraries can be seen in the
Presidential decree of Ukraine "About establishment
of All-Ukrainian day of libraries" from 5/14/1998 No.
71/98 and which is directed as it is told in the Decree
on increase of a role of the book in social and political
and historical and cultural life of the population of
Ukraine, and also on the problem resolution of
development of a library science. Thus, it is possible
to conclude that in Ukraine there are developments the
legislation, both for needs of the most library science,
and for implementation of free exchange of
information within the country and beyond its limits.
That, in turn, can be a basis as for creation, application
and effective use of social technologies, and for
further development of the cultural sphere of society

the conducted at the University of Hohenheim analysis
of the German dealers’ satisfaction with the producers
of agricultural machinery based on a developed
questionnaire
Many procedures of applied mathematical statistics
are based on the solution of extreme problems. As
examples it is enough to name methods of least
squares, maximum likelihood, minimal contrast,
main components. In accordance with the new
paradigm of applied mathematical statistics, the
central part of this scientific and practical discipline
is the statistics of non-numerical data (it is also
called the statistics of objects of non-numerical
nature or non-numeric statistics) in which the
empirical and theoretical averages are determined by
solving extreme problems. As shown in this paper,
the laws of large numbers are valid, according to
which empirical averages approach the theoretical
ones with increasing sample size. Of great
importance are limit theorems describing the
asymptotic behavior of solutions of extremal
statistical problems. For example, in the method of
least squares, selective estimates of the parameters
of the dependence approach the theoretical values,
the maximum likelihood estimates tend to the
estimated parameters, etc. It is quite natural to seek
to study the asymptotic behavior of solutions of
extremal statistical problems in the general case.
The corresponding results can be used in various
special cases. This is the theoretical and practical
use of the limiting results obtained under the
weakest assumptions. The present article is devoted
to a series of limit theorems concerning the
asymptotics of solutions of extremal statistical
problems in the most general formulations. Along
with the results of probability theory, the apparatus
of general topology is used. The main differences
between the results of this article and numerous
studies on related topics are: we consider spaces of a
general nature; the behavior of solutions is studied
for extremal statistical problems of general form; it
is possible to weaken ordinary requirements of
bicompactness type by introducing conditions of the
type of asymptotic uniform divisibility

Mass-dimensional and energetic indices due to constructional features and the used management system will allow improving the use of special or controlled asynchronous cascade systems of an electric actuator of axial construction. One of the main difficulties is simulation and design of special systems of the electric drive. In the article, we offer a new approach to determination of magnetic model parameters of the stator of a component of a controlled asynchronous cascade electric actuator of axial construction
