The article considers problems of the exchange of
information between teachers, students and
departments of educational institutions. It analyzes the
advantages and disadvantages of traditional
approaches: email, chat via phone, social networks.
The questions of placement of information to large
numbers of users were revealed. We also revealed the
need to address issues related to the publication of
major events, administrative announcements of
educational institutions, which are visible to all users,
and are assigned to a specific date. We suggested an
approach to the publication of the activities of the
individual system modules. The article shows a
mechanism of mass mailings, providing users the
ability to transmit information to two or more
recipients and to ensure the exchange of information
that is available only to send the recipient, as opposed
to the "wall". We found an approach to increase the
quality of the educational process, allowing rapid
exchange of information between staff, students and
departments of educational organization on the
example of the system "Social network educational
organization." In the approach, it has been proposed to take the ideology of social networking and project it on
the specifics and needs of educational institutions,
which will allow rapid exchange between staff,
students and divisions (departments) educational

The purposeful analysis of the existing technologies for the agricultural products transportation in railway and sea communication is carried out. Unprecedented dynamics of changes in loading and the increase of export traffic via the ports provide nigh duty on railways. Especially complicated is the organisation of freight flows to the ports at the directions with intensive mixed (freight and passenger) traffic. As a result there is an annual grow of the cars set aside from the traffic. The search of solutions was fulfilled in areas with the shortage of capacity and processing capabilities of the infrastructure of various modes of transport. The proposed solutions aimed at maximizing the use of existing transport infrastructure during the transfer of freight from railway to sea transport. The efficiency evaluation of the redistribution of freight traffic between ports of one sea basin specializing in transshipment of agricultural products is calculated. The solutions aimed at automation of the decision-making process on the optimal organization of shipment and supply of shipload lots are proposed. The results obtained in the work with the approbation on the example of organization of transportations to ports of the Azov and the Black sea basin confirm the effectiveness of the proposed solutions and the possibility of reducing the cost of transport component in the price of grain products for export

the parties to the transaction have the ability to enforce
the commitments. These methods form an important
institute of the Russian law of obligations. For a lender,
ensuring the fulfillment of the obligation is an additional
guarantee that the commitment made by the debtor of his
obligation will be fulfilled properly in accordance with
the terms of agreement between them. In this article we
will focus on independent guarantee – one of civil-law
ways of ensuring the fulfillment of the obligations which
differs from the others. The independent guarantee is not
new to the domestic civil law. Thus a bank guarantee,
familiar to the Russian law, have transformed. Having
made a comparative legal analysis of the characteristics of
a warranty considering significant changes in liability law
norms, the authors explore the legal nature of the
independent guarantee, define its place in the system of
the ways of ensuring the fulfillment of obligations,
analyze the feasibility and effectiveness of the
implementation of the warranty in practice, focus
attention on the discussion of theoretical questions, and
name problems that law enforcers may face in ensuring
the fulfillment of obligations by means of the independent
guarantee

The article has a research character which is expressed through the analysis of ways and means of mechanization for harvesting of solanaceous vegetables, and also endurance from works of scientists on the studied subject. Vegetable growing is an important branch of agricultural production. From a set of vegetable plants the increasing significance is attached to cultures which production contains physiologically active agents. Solanaceous vegetables belong to these cultures. In Russia, vegetables on an industrial basis are cultivated in the south of the country. Everywhere in Russia crops of vegetables are reduced. It is explained by high costs of production, especially on harvesting that at the general deficiency of manual skills leads to reduction of the areas, violation of technology of cultivation and harvesting and, respectively, to decrease in productivity. In conditions import substitution of foreign agricultural production and increase in the areas of landing of vegetable cultures in the Russian Federation for creation of a safety cushion food in the conditions of food embargo, undoubtedly, will be required the maximum mechanization of technological process of cleaning of vegetables. This article deals with actual problems of the national
structure of Kalmyk people in 1930-s years based on
legislative documents and also problems of
development and the adoption of the first Constitution
of Kalmyk USDA (1937). The article focuses on the
main features of this research. The adoption of the
basic law of the Kalmyk republic was a big step in the
social and political life in Kalmykia and in its
constitutional history. This document included
fundamental principles of the «constitution of
proletariat government», peculiarities of Russian social
class development, aims and objectives of national
political structure in the Russian Federation. The basic
law of the Kalmyk USDA was created on the basis of
principles of the Constitution of the USSR and the
Constitution of the RSFSR. The law secured social and
government order of the Soviet Kalmykia. The
procedure of governing and composition, the
competence and authorities are disclosed and the work
of the Supreme council of the Kalmyk USDA as the
highest representative and legislative body in the
context of the basic law of the Kalmyk republic. In the
Constitution of the republic rights and freedom of
nationals are fully reflected in accordance with the
constitutional principles of the USSR. Finally the
author concludes that in the administrative command
system the basic features of rights and freedom of the
peoples of the USSR in practice were not respected
Nowadays, competitive advantages of oil companies are in many respects determined by globalization of the economic life. For large oil companies, the process of globalization does urgent increase in their competitiveness due to diversification, attraction of financial resources of cost reduction of production due to release of the standardized products and economy at a scale; by using more close business connections with other entities, with banks for creation of entrepreneurial networks, etc. In the article, the major factors which influence competitiveness of the international companies of an oil and gas industry are revealed, their features are provided, and also the analysis of practical Russian company experience of PJSC «LUKOIL» including SWOT – analysis of strong and weak points of the company is provided. Methods of management of competitiveness of the foreign companies "Royal Dutch Shell" and Exxon Mobil, and also their achievements for the last years are analysed. The conclusion is drawn that the modern situation in the market dictates the requirement for increase in innovative activity of the company as the main instrument of ensuring high level of competitiveness and generates need of the solution of a number of new tasks for the organization and managements of innovative activities of the Russian companies on the example of PJSC «LUKOIL»
The article discusses the use of regression methods of
forecasting the deterministic time series on the example
of the load curve. Forecasts of the load curve of
electrical equipment are the demands of consumers and
their security in EPS. All predictive tasks are based on
prediction models. Electricity consumption is happening
on an electronic level; storing electricity on an industrial
scale is impossible, the consumption depends on many
random factors. Therefore, generally, we use a
combination of mathematical and heuristic models. This
is the daily task of power systems and many technical,
economic and commercial decisions on the management
regimes depend on its solutions. Development of
methods of forecasting of the energy consumption in the
system of decision-making today is one of the priority
directions in the Russian power industry. Therefore, the

algorithms of forecasting of power consumption in the
