The present article considers the problems of criminal proceedings in respect of foreign citizens and individuals without citizenship in the aspect of the Federal Act 375-FZ, dated 06 July 2016, which made additions to the part 3 of article 12 of the criminal code and article 3 of the code of criminal procedure. The author substantiates the need to include in Section XVI of the code of criminal procedure of a separate Chapter: "peculiarities of proceedings on separate categories of criminal cases", which is devoted the peculiarities of proceedings of criminal cases in respect of foreign citizens and individuals without citizenship who is not living constantly in the Russian Federation, who also is calling to account for criminal prosecution for crimes committed outside the Russian Federation against interests of the Russian Federation or the citizen of the Russian Federation or constantly living in the Russian Federation individuals without citizenship, as well as the definition in the criminal code the list of crimes directed against the interests of the Russian Federation
Classical economic textbooks assume that the effect of a particular company on the environment is infinitely small, in particular, that resources required for an industrial firm are available, and it's only the price to be paid for their involvement. For a large corporation, the situation is quite different. It converts the environment by means of its activity. Objectively existing resource limits are become important. The effects are increased when we consider the economy as a whole thing. Therefore, we have the obvious need for careful consideration of management problems in the real process of interaction between the economy, society and environment. This article is devoted to some approaches to this consideration. We have demonstrated that the economy is the servant of society. In all the economical developed countries in the twentieth century the role of the state in the economy has been increased in 3-5 times. We have discussed the influence of the modern ecological situation on the economy and management. In particular, we predict the end of private enterprise in the classical meaning. We examined the social-ecological aspects of management of the state and personnel of the firm. Discussion of Russian problems we begin with an analysis of the dynamics of the main economic and demographic indicators of Russia, including the total fertility rate in Russia. The system of scenarios of population projections for the period up to 2050 shows the inevitability of significant reduction in the Russian population (in the absence of intensive management actions). In this scientific article, the author deals with the
application of specialized knowledge are competent
persons (experts, specialists, forensic specialists) in
modern law enforcement in various forms: procedural
and non-procedural. The development of various
information technology, hardware and collecting
evidentiary information devices, as well as their
application in day-to-day activities of bodies of
inquiry (investigation) and operational units are by far
enough effective activity. In this connection, there
was a need for amending and supplementing the
existing legislation the Russian Interior Ministry,
some ordering process handling documents in the
preliminary investigation as a whole. The author
indicates the responsibilities of forensic units of
internal affairs bodies as in the conduct of
investigative actions and operational-search activity.

electronic form of the certificate of the expert
forensic investigation in which are reflected issues of
application of technical means in the course of the
investigation, the rights and duties, as well as the
responsibility of the forensic specialists, which
provides a modern criminal procedure and criminal
legislation of the Russian Federation, however, it has

The article focuses on the possibilities of application of the Computerized System-Cognitive Analysis (CSC-Analysis) and the “Eidos” Intellectual System for the Russian criminal discourse in its various aspects. In the work, the author shows some simultaneous ways to transfer information to the Initiated and hide it from others. The author distinguishes such public-key cryptography system from their background and proves its resistivity to modern cryptography methods. The New Thieves’ (Felons’) Law as a public-key cryptography system is based on asymmetric functions, works according to the Kerckhoffs’s law, uses accidental public keys and “knapsack trapdoors” (RSA algorithm and the Diffie-Hellman-Merkle Key-Exchange Protocol). The terms are used in this paper according to modern level of scientific knowledge. In the Russian criminal discourse, the mathematical principle for such system is called “The Russian Felony Idea”. A classical content-analysis applicable for other ways to hide transferred information in this paper is inconsistent for such cryptosystem. The author also suggests some ideas concerning further modifications of the “Eidos” Intellectual System to apply it sufficiently for such public-key cryptography system. Features of musical culture in Russia during the Civil
War are considered in the article. The author analyzes
various musical genres, which have arisen during this
period, and emphasizes characteristics of musical song
creativity of that time. The involvement of song
creativity into realities of surrounding life was its
striking trait. It has been directly connected with
military-political opposition of 1917 developed in Russia
after October revolution. The author analyzes
similarities and distinctions, and also genre features in
song creativity of representatives of two militarypolitical
camps – the Reds (Bolsheviks and their
supporters) and the Whites (representatives of the antiBolshevist
movement). The author reveals their
characteristics and specifics of genre lyrics. The sources
of song creativity of the Civil War period were in thickly
national consciousness; and song creativity of those
years quite often had a wide national basis. At the same
time musical song creativity of representatives of two
military-political camps was crossed among themselves
as they belonged to one culture. Military-political
opponents quite often used the same songs, the same
genre features. Cultural communication between
representatives of different social groups and political
forces in the years of Civil War was not interrupted and
it was strong, despite all shocks
