The article discusses the pan-Russian problem of construction of buildings without appropriate permits. Conclusions were drawn about the necessity of control over unconscientious developers with the help of information systems and databases. The analysis of actual software was carried out in order to automatize the control of the legality of the construction. Legal features of equity and share participation in the construction of apartment buildings were studied. Legal aspects of the process of buying an apartment were considered. The review and the comparative analysis of the software that automatizes control of the construction legality were discussed, such as Yandex.Nedvizhimost and "Getting information from citizens concerning illegal construction within the city" System. The deficiencies of the software were identified and the necessary functions, the real estate search criteria and the issuance of authorizing documents criteria were listed. The decision on the need for a software product that combines all the necessary functions (search for real property by criteria and output of the information about the legality of the construction on-line) was grounded

Insects are a major component of natural biocenoses
and agrocenoses. One of the largest and most numerous
families are ground beetles (Carabidae); their
number, according to various estimates, is more than
30,000 species. For Carabidae beetles it is common to
have different ways of eating, a place of habitation,
occupied layers, seasonal and daily activity. They live
both on the surface and in the soil, more rarely on
bushes and trees. The types of the family of ground
beetles – active beetles with long, thin antennae of
uniform thickness, long elytra and long legs, adapted
to running. Their sizes vary from a few millimeters to
10 cm. As active predators, ground beetles play a huge
practical importance, destroying pests before reaching
the last threshold, thereby providing a natural regulation.
Based on the fact, that the number of beetles is
large, and their sizes are sometimes only a few millimeters,
there is a problem of determining the species
of these insects (or their identification), therefore it
took a special tool, which, on the one hand, facilitate
obtaining data about these insects, and on the other
hand, would increase their accuracy. This article proposes
a new (to this subject area) approach to identify
different species of ground beetles along their outer
contour with the use of software tools for automated
system-cognitive analysis (ASC-analysis) – the universal
cognitive analytical system called "Eidos,"
which is well-proven in the study of other objects. The
reason why it was decided to use this system is that
normal (standard) identification of ground beetles,
have certain disadvantages: the human factor (manifest
error in the determination); quite time consuming; the
inability to increase the number of criteria to improve
the reliability of the model comparison. This article
aims to overcome these drawbacks, by the use of universal
cognitive analytical system "Eidos", the automated
system-cognitive analysis (ASC-analysis). A numerical example is given

most important crops. For nearly two hundred years
potato in Russia is the "second bread". This is one of
the so-called social products. Over the past 20 - 25
years of potato farming in our country, there have been
significant changes, both positive and negative. Today,
potatoes are grown in different soil and climatic
conditions in more than one hundred countries around
the world, including the desert oasis and beyond the
polar circle. Potato cultivation Center recently has
moved to Asia. In our time, the leaders of potato
production are China, Russia, India, the US and
Ukraine. Over the past few decades the number of
produced potatoes has increased by 41% and the area under potato planting only 9.5%. From the above data
it is clear that the world potato economy in recent
years has got significant changes, indicating that the

Fruits are an important part of the diet of humans and
many animals. In case of an improperly organized
process of storing of fruits, the loss of mass and
decrease of quality can be substantial. This makes
relevant the research, aimed at enhancing existing and
developing new technologies of fruits storing. In this
article, the results of the investigation of influence of
complex treatment of fruits with electromagnetic fields
of extremely low frequency (EMF ELF) and а biopreparation
on the change of microbial contamination
of their surface and on the loss of mass in the process
of long-term storage are revealed. Apples of the Idared
variety and pears of the Conference variety were the
objects of research. The change of microbial
contamination of the surface of fruits, undergone a few
types of pre-treatment (EMP ELF, bio-preparation
“Vitaplan”, complex treatment “EMP ELF + the biopreparation”
and no special treatment), after storing during 7 months in case of pears and 8 months in case
of apples is shown in the article. It was found, that the
greatest decrease of content of microorganisms on the
fruits’ surface is achieved as a result of the complex
treatment, combining the treatment with EMP ELF and
an aqueous solution of the “Vitaplan” bio-preparation.

recognize patterns in control charts. To recognize
unnatural situation under control is possible by
analyzing the chart pattern. Neural networks with
reinforcements are the third generation of neural
networks. In this study they are available for
recognition in the management chart patterns. The
article also discusses options for improvement of the
learning algorithm in the form of additional rules for
the synoptic pauses, time constants and switching
threshold neurons

of development of the regimes of a veneering
of wood based materials with valuable wood veneer.
In the conditions of a growing demand for the furniture
veneered with a natural wood veneer there is a
problem with using thin wood veneer and development
regimes of a veneering. In work are listed the main
factors which exert impact on glue seepage during
veneering. Two factors are considered: thickness of a
wood veneer and amount of the applied glue as the
main and defining seepage of glue and durability of
the received glue connection. By results of researches
conclusions are given: thickness of the applied wood
veneer closely connected with the veneering regime,
changing parameters of which it is possible to reduce
wood veneer thickness without deterioration of a surface
to the minimum values depending on breed of
wood; the offered formula for definition of a consumption
of glue at a veneering allows to define theoretically
conditions of receiving strong pasting and excluding
seepage of glue
Ozonization of incubation eggs when storing at an egg-storehouse is well included in technological process of production and egg sorting. Ozone influences absolutely all known viruses and microbes. Larger chickens are hatched from ozone-treated eggs, safety of chickens is increased. However, the present technology did not obtain the wide spreading in the sphere of poultry farming because of uneven concentration due to the volume of treated premises. In the result of mathematical modeling there was worked out the system of management with electrical and technological process of ozonization of egg-storehouses of poultry factories, indexes of quality the work of which was assessed in the system of automated projecting of logical-dynamic systems SimInTech. The summarized integral mean-square index (J = 9,7%) decreased on 19,3 % in comparison with the variant without regulation (J = 29%), that testifies on enough qualitative regulation of distribution of ozone concentration in an egg-storehouse and satisfies the shown acceptable value of the present index (no more 15%). On the basis of produced researches there was created the nomogram determining the tension of charging facility and discharge of a ventilator of electric ozonator in dependence on treated egg amount. In accordance with technical solutions there was worked out the principal electric circuit with system of electric equipment of electric technological process of ozonization of egg-storehouses of poultry factories on the basis of microcontroller ATmega8
The article presents the criteria for evaluating the
integration of researchers in the scientific community,
based on an analysis of its citations. It is known, that
one of the major components of interscientific
communication (communication in the scientific
community) is a citation of scientific publications
(monographs, articles, etc.). According to the
sociological approach, a scientist is a part of society, ie,
scientific community; under scientific community we
understand scientific mega environment (opposed to
research groups of institutions and their structural units).
Integration of a researcher to the community has many
aspects: on the one hand, it is - the importance of his
work to the scientific community, on the other hand, it is - the use of a scientist social mega environment for
building for their personal and professional
development to improve their research and improve the
quality of its results (in the context of the article we will
consider the second aspect). Methodological bases of
the research: systematic, competence, sociological, and
mega-system qualimetric approaches. Methods:
modeling, methods of quality control, methods of set
theory, relations and graphs. Evaluation (diagnostics)
involvement of scientists in the scientific community -
is more complicated metrology task than the evaluation
of the significance of the results of its research
activities. For the authors it is clear that a mature
scientist (with a high level of research competence)
should intensively use the potential of the social and the
cultural science international environment (community)
for their personal and professional development, to
improve the efficiency of this research activities and the
quality of this results. The proposed indicators can be
considered as group indicator variables reflecting the
level of the behavioral component of the research
competence (scientist). Using social media for
researcher’s potential – it is necessary, but not sufficient
condition for productive research, producing goodquality
scientific results. In this situation, negative
prognosis is more significant: poor use of social media
for researcher’s potential – is a "guarantee" for low
productivity of this research activities and the low
quality of this results. Only the combination of the
highest levels of readiness for research (research
competence) with high levels of other competences (as a
whole - the social and professional competence,
implying the presence of the professional skills of selforganization)
can be the factors of successful research
The article presents the algorithm of the program for
calculation of distribution of a stream of the winding
of the stator of a component of the operated asynchronous
cascade electric drive. For the description of the
algorithm we have chosen a two-layer winding on
twenty four grooves. This algorithm is calculated on
receiving a picture of distribution of the stream of the
winding and, respectively, receiving a graphic representation.
The algorithm is constructed on a number of
the principles and types of calculation. On the principle
of the task of the design of the winding, for a possibility
