IMPORTANCE AND METHODOLOGIES OF EVALUATION OF HUMAN RESOURCE DEVELOPMENT IN COUNTRIES

Human Resource development is an important asset permitting corporations and governments to survive in this unstable economic world. Skillful and well educated worker will always permit getting competitive edge. In this article after defining Human Resource development (HRD) and explaining the difference between it and Human development (HD), I will explain the problem of evaluation of HRD with concrete formula and case study showing how the return on investment can be measured. The methodological background with different approaches of more than 10 eminent writers on the question of training evaluation and the common points of them will be presented in a special table with references. Also in the article I ‘am going to give my concretes processes with typical strategy to follow in terms of HRD in government levels, more specifically in developing countries like Mali where Human capital development is a crucial question. Many corporate or state managers fail with their HRD strategy because of lack of knowledge or management tools which can help them do it. So I think this article will help them more and also will draw governments’ attention on the importance of investing in HRD and knowing good evaluation methods. And the work will finish with a conclusion

TO THE PROBLEM OF LACK OF INFORMATION. SMALL SAMPLES OR "VERY SHORT" TIME SERIES

In present article we consider one of the key problems of short time series in modern scientific prognostification. In scientific papers as a rule the problem of short time series is considered in connection with a problem of small selections. But there are some problems still unsettled what value of selection should be taken as a small one and which time series are short and very short. In spite of the fact that there are exist different opinions on the problem of small selection definition and as a result the definitions of short time series, time series of tax deductions analysis of which is given in the present paper one can qualify as very short ones. The authors are considering tax deductions, the length of which doesn’t exceed twelve meanings. It’s clear that building of the prognostification model on a base of given statistics is impossible. In the present paper the authors offer to carry out analysis of very short time series on the base of graphs and matrixes of similarity. In the base of the method proposed there is a visual method and information base are very short time series of tax deduction and time series of fiscal economic indices, forming taxation base. The given approach should help the officers of tax bodies to fulfill the testing analysis the purpose of which is to select tax-payers for checking up

INSTITUTIONAL INFRASTRUCTURE: ESSENCE AND CONTENT

The article discusses the concept of "institutional infrastructure" and clarifies its essential content in relation to market cars. In terms of the industry market the main purpose of the institutional infrastructure is achieving the maximum economic benefit within limited resources. The main tasks that need to be solved in order to achieve this goal were formulated. We have developed and proved structurally-logical chart of the elements of the institutional infrastructure. The content of the institutional infrastructure of the car are presented and justified. The analysis condition of the car market’s institutional infrastructure showed the problems associated with the state of institutions which have an impact on the functioning of the car market. Measures to stimulate the car market does not cover entire sector as a whole, and imported institutions do not give the expected effect because of inconsistency formal and informal elements of the institutional infrastructure. Presented assessment of the institutional infrastructure of the car market confirms the dependence of the state of the industry market cars from institutional infrastructure. Only reforming the institutions at all levels of the industry, from production to car sales can have a positive effect on the industry. Changes in the institutional infrastructure should be focused on improving the competitiveness, stability and independence from external factors

PHASE ANALYSIS AS A TOOL OF PREESTIMATED ANALYSIS OF THE ACTIVITY OF A MULTIFUNCTIONAL CENTER

The article is devoted to the phase analysis as a tool preprocessor analysis of a multi-purpose center. Consider the time series of the daily number of requests received on the basis of the phase portraits of these time series. These time series have strong properties of cycles and periodicity. Practice has shown that in modern conditions, for example, for the Russian economy with its instability and financial crises, classical economic theory and statistics, built on linear models, turned out to be unproductive. Overview of approaches and economic-mathematical methods preprocessor analysis of evolutionary economic processes and the corresponding time series allows concluding the following: one versatile, satisfying all the requirements, do not possess the shortcomings of the method of analysis and forecasting does not exist. Each approach and each method has its advantages, disadvantages, limits of use. Most of the known methods of forecasting operate detected in the considered time series properties of cycles and periodicity. Thus, the mere presence of a pronounced cyclicity at different levels of the considered hierarchical model of the time series of the number of requests in a multi-purpose center are important indicators of the possibility of constructing an adequate predictive model number of requests in the multi-purpose centre

STATE SUPPORT OF ENTREPRENEURSHIP OF THE KRASNODAR REGION

The Krasnodar region has a leading position in the ratings of Russian regions in terms of entrepreneurial activity. However, its entrepreneurs face economic and institutional obstacles. In this article we have conducted a study of institutional rules under which the entrepreneurs in the region studied mechanisms to evaluate the behavior of market participants, the resolution of disputes, to adapt to unexpected changes. It was found that special attention to the state authorities and local governments in the region should be given to the formation and support of small businesses operating conditions as the main form of entrepreneurship. To ensure the conditions for effective development of small and medium-sized businesses, governments and local authorities of the Krasnodar region it has been proposed to implement a number of activities in their work: change the procedure for allocating Guarantee Fund issued guarantees for the region, to increase lending by this Fund; activate all channels of information support of small and medium-sized businesses on economic conditions and mechanisms for their support; develop tools available in bank lending, leasing updates elements of fixed capital

ANALYSIS AND DEVELOPMENT OF AGRIBUSINESS AND AGRIFOOD MARKET OF THE REPUBLIC ADYGEA

The article presents an analysis of the development of agribusiness and agrifood market in the Republic of Adygea. It was found that the reasons for reducing the number of cattle is a drop in demand of the population, the gap in inter-regional relations, the growing disparity of prices for industrial and agricultural production, insufficient state support to agricultural producers. We have shown a reduction in food production, the incomplete development of production and technical capacity of the food industry due to physically and mentally worn out production equipment, lack of working capital for the technical and technological modernization. It is established that the consumer market of the Republic of Adygea is mainly filled with agricultural products and foodstuffs produced by foreign companies, as well as producers of other Russian regions. According to the authors, due to the low level of agricultural prices and limited sales producers annually lose profit on sales. For many households in the region the direct access to the wholesale market is limited, which implies a decrease of efficiency of realization of their products. Price discrimination of dealers and brokers promotes decrease in profit share of agricultural producers in the final retail price of products. It was found that the production of food is unstable and the amount of products is significantly lower than consumption rates. The analysis shows a gradual increase in the volume of food products produced in the Republic of Adygea, except butter, sugar and pasta. Level of consumption for most products exceeds intra production, the deficit is compensated mainly by imports

DETERMINATION OF INVESTMENT APPEAL OF INDUSTRIAL ORGANIZATIONS FOR GOOD GOVERNANCE

Russian industry is almost completely exhausted the potential for extensive growth model. Due to this background, the increasing the importance of improving the efficiency of the companies in the industry, which by definition involves the need to increase investment activity in the industrial business becomes very important. The problem arises due to identifying the elements of investment attractiveness for further exposure to the companies in the sector and attracting investment capital. This article is devoted directly to the issues of determining factors of investment attractiveness of an industrial company. The emphasis in the article has been made on the allocation of domestic and foreign investment attractiveness, each of which is formed by a number of aspects. Also, it has identified and characterized the key elements that make up the internal and external investment attractiveness. Thus, the investment attractiveness of the internal environment of an industrial company is represented as a top-management, quality of personnel, quality of business processes, the quality of sales and quality of the financial system. Investment attractiveness of the environment can be formed by conjuncture target markets, the availability of capital, public policy, competition, barriers to entry, innovative pressure locally limited preferential treatment. The article also gives a brief description of how each of the elements mentioned above influence the integrated investment attractiveness

RESTRUCTURING AND MODERNIZATION OF PRODUCTION AS A COMPREHENSIVE ECONOMIC CATEGORY

The article is devoted to the urgent problems of modern realities- restructuring and improvement of material-technical base of the branch on the basis of technical and organizational-ecological renovation of production. There was considered the scientific-technical revolution in agriculture in the article. There was cited the analysis of works of some economists working with different aspects of the theory of developed economic systems and the theory of innovation components determining the effectiveness of reproduction processes. There were cited the main principles of the law of development of economic systems and their action and as well as there was presented algebraically the law of composition and proportionality (harmony) in the article. There was underlined that for normal motion of reproduction is necessary to supply not only the rational proportions between branches of producing things of personal consumption but fro this is necessary to supply the composition and proportions between different branches inside of each these subdivisions. The present methodological and methodical apparatus does not give the possibilities properly to determine the points of bifurcation and effective limits of innovation-orientation restructuring of giving the possibility to increase the competitiveness, effectiveness and capitalization of an enterprise. We have also presented a complex of tasks of innovation-orientation restructuring of an enterprise in the article. The cyclic character of processes of innovation-orientation restructuring is supplied with introduction except of consequent realization of processes the reverse connection as a monitoring of a motion of restructuring as a deviation of results from planned ones. There were offered the structure and the stages of models of innovation-orientation restricting which includes the search of points of bifurcation and limits of restructuring effectiveness

ECONOMIC EFFICIENCY OF USE OF GROUND RESOURCES IN AGRICULTURAL COMPANIES OF THE KRASNODAR REGION

Land resources are the basis of agricultural production, the issue of increasing the efficiency of their use is always relevant. The purpose of this article is to estimate the economic use of land resources in the agricultural organizations of the Krasnodar region. Cost-effectiveness analysis was carried out in two stages: an initial set of agricultural organizations with the help of cluster analysis is divided into homogeneous groups; for each cluster we have constructed a production function, which reflects the relationship between the value of the gross output of the agricultural land area, the average annual number of employees, the average annual value of fixed and current assets. The analysis has allowed identifying homogeneous groups of five agricultural companies. The analysis of the production function has shown that the companies of the first cluster of agricultural land use lands with maximum efficiency, the gross output value of 1 hectare of agricultural land was 70,1 thousand rubles, and the degree of influence of agricultural land on the value of gross output reaches its maximum value and is 83%. Agricultural organizations included in clusters of three and five, have a minimum efficiency of agricultural lands use – 20,3 and 21,2 thousand rubles respectively. Based on the analysis, we have made recommendations that improve the efficiency of land: to use the best varieties that are resistant to a range of diseases and pests in the production; to observe the optimum time of harvesting, cultivation and protection of plants; to use smart energy and resource saving technologies, as well as soil conservation technologies; to improve and maintain soil fertility

THE ANALYSIS OF THE EFFICIENCY OF AGRICULTURAL LANDS USING IN THE KRASNODAR REGION

This article discusses the approaches to distinguishing the groups of municipalities of the Krasnodar region, which differ significantly in their performance from the others and that can help us to carry out a comparative assessment of the efficiency of use of agricultural lands and to develop appropriate measures to increase it. Use of cluster analysis allows identifying objectively existing, but apparently not expressed patterns that appear in different socio – economic phenomena. As the evidence of cluster features of the assessment of the effectiveness of using agricultural lands we have selected the following indicators: the crop production per 1 ha of farmland, the gross output of livestock per 1 ha of farmland, the proportion of arable land in the structure of agricultural land, the amount of farmland 1 organization. As a result of the clustering, the municipalities of the Krasnodar region consist of five clusters. Each cluster is characterized by its specialization and efficiency of use of agricultural lands. So the enterprises included in the second cluster are the primary producers of agricultural products of the Krasnodar region and use land resources with the greatest efficiency. Thus, the use of cluster analysis allows us to differentiate visually the municipalities of the Krasnodar region in terms of land use
