The article examines methodological provisions accounting for the development of methodologies for the foundation of agricultural activity assumption at the regional level. The article also describes the content of this methodology and the stages of its development (development and realization of economic and mathematical model for optimization of sectoral structure of regional agricultural sector, definition of sectoral structure of agricultural sector when macroeconomic conditions are improved (optimistic scenario) and when they are declined (pessimistic scenario); substantiation of need in regular and seasonable employees in agricultural organizations and farm households according to each of the scenarios above; identification of the level of population’s self-employment in farm households on the basis of changes in demographic structure of rural population and their labour activity). The article indicates the fact that method of exponential smoothing with dampen trend have been used for substantiation of restriction volumes of crop acres and livestock number according to each way of development and households of various types, the results of prediction calculations for agricultural organizations, farm households and households of population are supplied according to inertial, pessimistic and optimistic scenarios, forecast of rural population employment in agricultural organizations and farm sector and self-employment in farm households as well have been done, the results of assessment of opportunities for growth non-agricultural employment of population, made upon the basis of survey of 40 heads of rural settlements of the Voronezh region. Furthermore the conclusions about prospective changes of level of rural population employment from the stand point of broaden options of their economic interest realizations are supplied

To deploy fully the potential of personnel competence is the key advantage of modern organizations in all businesses of the country. This is especially critical for hotel business because producing and consuming of this service is the inseparable process. The maximum deployment of potential of an employee competence can be the key competitive advantage for a hotel. To satisfy business needs we should be aware of skills and competences an employee should possess. This paper suggests the application of the Hungarian method to assess the personnel competence of an operating hotel. We also want to show the applicability and utility of this method in solving real problem of evaluating the personnel competence. To solve this problem we suggest using pairwise comparison to identify the most important sample competence, which we use as the basis for personnel competence matrix. Thus, hoteliers will be able to make their own objective assessment of the personnel competence level of 5 divisions of the hotel
A retrospective immunohistochemical study of lymphocyte and macrophage infiltration in tumor tissue of 84 vulvar cancer patients with a long (over 2 years) and short (less than 2 years) remission was performed to determine a possible role of immunologic microenvironment of tumors in maintaining remission. Vulvar cancer patients with a short remission period were aged 46-85 years, mean age 67 years. 15.8% of them had stage I of the disease, 21% - stage II, 47.4% - stage III and 15.8% - stage IV. The average duration of remission in this group was 11 months. Patients with a long remission period were aged 27-71 years, mean age 48 years. 38.5% of them had stage I of the disease, 53.8% - stage II and 7.7% - stage III. The average duration of remission in this group was 8 years. Histological study showed squamous cell carcinoma in all patients. Stroma and parenchyma of tumor tissues demonstrated lymphocyte and macrophage infiltration of various degrees with the predominance of T-lymphocytes. CD8+ cells prevailed in tumor tissue of patients with a long remission period (over 2 years), while a higher level of CD4+ Т-lymphocytic infiltration was associated with a short remission (less than 2 years) and a poor prognosis. These differences allow prediction of the vulvar cancer course and its early or late recurrence
The article discusses the specific character of the representation of the notion “Security Architecture” presenting the concept “Construction” in Russian, German and English linguistic fields. The peculiarities of the cultural and historical development, fundamental divergences of the political systems,
levels of economic and social progress, different world -view and world interpretation of Russia, Germany, Great Britain and the USA resulted in causes of the polar appreciation of the notion “Security Architecture” from the point of view of national and international interests. The increasing tendencies of the global changes in the world politics and political line of these countries are reflected in lexical language figures and in social journalism realized in the political discourse. The undertaken trends of the lexical-semantic and comparative analysis of present lexical units and certain texts of Russian, German and Anglo-American printed mass media and research papers have revealed the different comprehension of the notion “Security Architecture” in the national linguistic cultures. It made possible to draw a conclusion on polar connotation of the notion in Russian, German and English conditioned by the specified tendencies in political, ideological and economic fields. To the opinion of the author the notion “Security Architecture” presented by the concept “Construction” because of its actualization may claim to be universal and therefore be related to the constants of culture. In this regard, the analysis of the notion “Security Architecture” as a part of the present concept is of a substantial interest. Due to results of the present research, the author resumes the peculiarities of explication of cognitive signs and the reasons influencing the transformation of the notion in Russian, German and English linguistic cultures
The article is devoted to the development of basic children’s skills with disordered autism spectrum. There is a range of tasks that need to be addressed in the system of psychological and educational assistance to children in this category, which allows identifying problems and areas of work with these children. The theory of deviant development and autism spectrum disorders, the concept of the game as the leading activity of children of preschool age and mental structures formed in this type of activity; the role of the concept of physical education in the development of mental processes of preschool age children is the methodological basis of the research. The article presents a model of improving sensory perception of the world around skills, skills of gross and fine motor skills, communication and social development with children with disordered autism spectrum. The conceptual framework of the proposed model is system development of sensory, motor, social and communicative skills of the child through interactive physical games. The purposes, goals, pedagogical conditions of realization of the model are determined. The model consists of three parts: a target, process, control and evaluation. The first - the target includes the purpose, tasks, and pedagogical conditions of realization of the model. The second set of model is technology. It consists of 5 blocks: sensory development, gross motor skills, fine motor skills, communication, and social skills. The implementation of the content of the second unit takes place by means of interactive physical games, game exercise. There are the aims, the content of each unit. The third block is the control and evaluation. The content of the work of the third block includes organizational and methodological activities to assess the level of development of basic skills in children with ASD. According to the results of diagnosis, routes of individual development of each child, as required mid-term evaluation is carried out and a change of formation of skills development route have been made
The need to ensure the environmental safety of Russia is
becoming increasingly important nowadays. The article
defines environmental security. The article defines the
role and the place of environmental security in the
national security system of the country. Understanding
the essence of environmental problems among
populations is a necessary step for the implementation of
environmental safety. We provide statistical data of
regions of Russia with a very difficult economic
situation, as well as the proportion of organizations
interested in environmental safety. We have proven
ecological degradation after the analysis of the
environment and proposed mechanisms of environmental
security. The study also reflects the need for changes in
the environmental consciousness of the population. The
article provides a rationale for the importance of
environmental education to ensure the ecological
security of the country during crisis. We reveal the
understanding of the fact that sustainable development of
Russia and national security will be provided only under
condition of preservation of natural systems and
appropriate support of the state. The article focuses on
the need to develop ways of improvement of legal
regulation in the field of environmental security of the
country. There is a need for public policy that should be
aimed at ensuring the environmental security of the
country. Therefore, environmental security is an
important component of national security, which might
become a national idea uniting the peoples of the
Russian Federation
The article presents a mathematical model of the ion transport across phase boundary exchange membrane / solution. The border is considered as an object in space, endowed with all the physical and chemical properties that are inherent physical and chemical phases. It is regarded as a special physical and chemical environment, having a distributed exchange capacity in which there is space charge dissociation of water molecules. The size of this object is estimated in the range of 1-300 nm. The surface morphology of industrial membrane type MK-40, МA-41 and МA-41P was investigated experimentally by scanning electron microscopy (REM). There was analyzed the amplitude of average surface roughness. In this article, the reaction layer is modeled as a region that forms as a relief morphology of the membrane. Membrane properties are due to the properties of the solution and the properties of the membrane. To determine the dependence of Q(x) is proposed procedure for assessing the proportion of solid phase in the total volume of which can be seen in the vertical cross section microprofile on the membrane surface line. Height multivendors determine the reaction layer zone on frame of model. Influence of surface morphology on the V-A characteristics and the sizes of the convective instability of cation-exchange membrane evaluated numerically simulating the hydrodynamic flow conditions using a solution of the Navier-Stokes equations. The transfer of a strong electrolyte such as NaCl ions through the thin layer of the reaction layer is considered. The place of nanomodel in the structure of a three-layer membrane system is showed. The distribution of the concentration of ions in the system, the charge density distribution and the dependence of the integrate charge with extent nanolayer is present. The article is devoted to the discussion of the
organization of clinical-statistical studies and
experiments. We have considered the examples of
the application of statistical methods in scientific
medical research. Under the clinical-statistical
research we understand specially organized
collection and analysis of medical data about the
course of disease in patients, research of the
dynamics of objective and subjective indicators of
the state of reaction to these or other therapeutic
effects. We study one, two or more groups of
individuals (patients or healthy), conclusions are
drawn on the whole group, but not for each
individual patient. The purpose of research - to
transfer the conclusions reached for the sample to
the general population, i.e., clinical and statistical
study focused on the production of useful
recommendations concerning those patients who fall
into the field of view of doctors after the end of the
study. There are two main types of research -
prospective and retrospective. The first related to the
analysis of the last patients, the second - to
monitoring the course of their disease in the future.
We have considered typical mistakes in the
organization of clinical-statistical studies. When
planning a research, we usually distinguish the
experimental and control groups, which are identical
or similar in all respects except for the studied
factors (exposure). We discuss the various options
for blind methods and consider the application of
statistical models and methods in scientific medical
research. We have analyzed examples of confidence
estimation of proportion (probability) and the
homogeneity test of probabilities. For statistical
modeling we use the Poisson distribution in the case
of small probability. With its help, we analyze
statistical data on the opisthorchiasis
