SOCIO-ECONOMIC CONDITIONS IN THE YENISEI PROVINCE AT THE BEGINNING OF THE XXth CENTURY (ACCORDING TO THE “SIBERIAN OBSERVER” MAGAZINE)

Current processes in socio-economic life of our state make contact to the historical experience accumulated by Russia for centuries. The rapid development of the state, modernization of all spheres of public life at the beginning of XXth century still interfaced with a mass of adverse events, balking a dynamic development of the state. In the Siberian upcountry the situation was exacerbated by a number of “chronic” issues such as a high percentage of the exiles among the local society, the total corruption of the bureaucracy, etc. The article deals with the socio-economic status of the Yenisei province in the early twentieth century. Analysing the state of agriculture and individual industries, existing in the region, it identifies the challenges that they faced. The author cites some quantitative characteristics that reveal the real state of affairs in such crucial sectors of the economy such as agriculture, animal husbandry. Moreover, the article marks issues concerning carrier’s trade and other specific crafts. As a research source was taken the information provided by the “Siberian observer” magazine – the edition, which bore clearly oppositional character and did not have the goal to put the best face forward the existing situation in the region, and consequently – the actions of the local authorities

DEFINITIONS AND DEVELOPMENT CRITERIA OF THE SMALL AGRARIAN FARMS

The article reviews financial and other criteria indicators, related to the production of small agricultural farms. Our law establishes that the annual turnover for micro-entity shall not exceed the amount of 60 million rubles, or USD 755.6 thousands at the current exchange rate (which at 20.01.2016 is 79.41 rubles/USD). For the category of small businesses, the ceiling of the cash proceeds must be in the range of 60 to 400 million rubles (in dollar terms from USD 0.756 to USD 5.037 million). Respectively for the medium enterprises criteria, revenue must be from 400 million to 1 billion rubles, or USD 5.037 and USD 12.259 million). The size of the business over 1 billion rubles should be classified as Large Businesses. According to the Federal law No. 209 financial data levels must be adjusted after five years of operations. All commercial organizations with less than 15 employees/ (inclusive) are classified as Micro Enterprises, and with 16 to 100 employees – to the category Small Enterprises. /Accordingly, medium-sized enterprises are organizations with 101 to 250 employees. Today, it is noted that in World’s practice, the criterion for the classification of enterprises to the relevant category is defined not by generated financial flows and assets of the enterprise, but by simple employ. In our practice, simultaneous consideration of the number of employees, annual receipts, number of livestock, and area of agricultural land make it possible to analyze dynamics of productivity using small agricultural farms, management decisions on investment expediency of innovations, improvement of production technologies, and infrastructure of product realization

FORMING SIGN COLLECTION OF ROSE VARIETIES OF CLIMBING TYPE IN THE CENTRAL SUBZONE OF THE KRASNODAR REGION

The article gives a brief summary on the results of the introduction of rose varieties of climbing type in the central sub-zone of the Krasnodar region. Starting from the year 2000 in our institute a collection of roses from different garden groups, which includes 164 varieties, has been formed. Presently the rose varieties with long stems (from 2.5 m or more) are popular among specialists of landscape industry and floristlovers. Therefore we carry on introductions and study rose varieties of the groups of Rambler and LargeFlowered Climber. Rose varieties with valuable decorative signs, with enhanceable resistance to cold and drought-resistingness are selected. The valuable varieties and sources of the indicated signs are identified. Varieties of Albertine, American Pillar, Devichiy grezy are the sources of bright flower color; Bobbie James, Dorothy Perkins, Duc de Constantine - sources of long (more than 4 meters) of flexible shoots Warthburg - the source of early flowering. Variety New Daun - one of the few varieties of Rambler, which is characterized by re-bloom throughout the growing season in the conditions of the Krasnodar region. The indicative collection of several rose varieties includes the group of Large-Flowered Climber. A variety called Adzhimushkay is a source of large fragrant flowers of bright and early flowering. For the variety of Crimskiy Motive we noted the presence of a valuable feature - long flowering during the dry season (July-August). Flammentanz was included into the collection as one of the most winter resistant varieties of large-flowered. Promising varieties of the series of Super Rambler in the conditions of Krasnodar in the dry season formed short shoots, and flowers were not formed. Rose varieties included into the collection can be considered indicative of "anchor" genotypes, which are valuable for involvement into the selection process

THE PROBLEM OF YOUTH EMPLOYMENT IN THE CONTEXT OF THE EDUCATION MARKET AND THE LABOR MARKET MISMATCH

The article deals with the problems of youth employment in the context of inconsistency of educational services market and labor market. It analyzes the main trends in youth employment, values in the professional working environment, problems of employment of young specialists, the reasons causing youth unemployment. It is noted that the imbalance in the labor market and the education market is one of the causes of youth unemployment. The author addresses youth employment issues from the perspective of a comprehensive and systematic approach, draws attention to youth employment as an urgent and long-term task of the state socioeconomic policy. There have been identified priority areas for the implementation of employment policies that will contribute to the effective solution of problems of the youth labor market segment development. The work proposes a number of specific measures required for solving the existing problems of youth employment, as well as for increasing the level of social adaptation of this category of labor resources in the Russian economy

EFFICIENCY OF STATE SUPPORT FOR AGRICULTURAL PRODUCTION

The agricultural industry is subsidized sector of economy, besides a certainty is that agrarian production in the Russian conditions can't be conducted without considerable support from the state. Today the agricultural industry is the most important element of the market and the animator of development of economy. With respect there to upgrade of state policy in agro-industrial complex, considering the basic principles of development of an industry is necessary. In article indicators of increase in efficiency of use of means of the state support of producers of an agricultural industry of Russia are considered. Effective rendering the state support of an agrarian industry allows implementing established by the doctrine of food security, the state strategy, creations of rural infrastructure, recovery of agricultural mechanical engineering and streamlining of a land ownership. It should be noted that results of the given state support of agricultural industry of Russia in the main directions of an industry: plant growing, livestock production, poultry farming has the heterogeneous level of efficiency which is reflected indicators of achievement of level of self-reliance main products of food and achievement of the level established by the doctrine of food security of the country. A necessary condition of creation of dynamically developing and competitive industry in the world and domestic markets is a fixed growth in volumes of the state support, upgrade old and development of new programs of support of the village and agricultural producers

ICONOGRAPHY OF WHEAT

The study of agronomy plants history, its distribution and use through image analysis and iconography have been presented. As an object of study, the image of wheat has been taken as the ancient culture of the world among agricultural plants. After many years, the illustrative series takes on a completely different meaning, namely, it becomes an independent resource of information. The analysis includes images of wheat in painting, sculpture, mosaic, tapestries, murals, botanical illustrations, stamps, porcelain and scientific drawings. In the work, we have made an attempt to analyze the images of wheat in the works of art in order to search for species diversity, directions of selection and genetic research, and also to present the morphological characteristics of culture. The method of analysis is a method of visual notes or sketches, which consists in comparing and searching information by image. The analysis is carried out on grounds: tall wheat, multiflorous forms of wheat, nonspreading, thickness of straw. The visual analysis of the images of wheat in works of art by the method of sketches made it possible to reveal the species diversity of culture along the ear, to see the ancient forms that were cultivated in the world before the "green revolution". The analysis included works of art from the 14th to the 21st century, the masters of painting in Italy, Germany, Russia, the Netherlands, France, the United States, and others

THE CONCEPT OF UNINTERRUPTED POWER SUPPLY SYSTEMS

We have revealed the main reasons for interruptions in power supply to consumers of electricity. To improve the reliability and the efficiency of power supply for responsible consumers, we have proposed to develop energy efficient combined energy-saving systems for uninterrupted power supply with use of renewable energy sources. The article lists major principles of the development of such systems; it shows the necessity of constructing a generalized schema that contains the possible types and the sources of electric power converters. It also reveals the modern requirements to systems of uninterrupted energy supply. To improve the operational and technical characteristics of the uninterruptible power supply, it has been proposed to use a new circuitry that includes a contactless power generators, the direct frequency converters used to stabilize the voltage and frequency of the current generators of wind turbines, static converters made with the use of single-phase transformers with rotating magnetic field, universal static converters that can operate in the regimes of known types of converters. The article presents features of the modular construction of systems of uninterrupted energy supply and optimization of their structural decisions on key performance criteria. It shows the algorithm of synthesis of structural designs of combined systems of uninterrupted power supply. An important step for further research with the aim of improving operational and technical characteristics of the combination of uninterrupted power supply systems is the mathematical modeling of physical processes in power circuits of the system in both normal and emergency modes of operation

Today we have built a successfully operated current management system for modern agriculture in the Russian Federation, which includes governance at all levels of government - federal, regional and local. Now there is an objective need for the transformation of rural territories and, in this regard, it is necessary to consider the effect of the potential of public-private partnership for the development of the managerial system. The priority is new approaches to the mechanism of management for villages, the need for public-private partnership as well as its impact on sustainable development of rural territories. The article describes the basics of management systems for rural territories based on a public-private partnership. We have analyzed the next concepts: managerial system, public-private partnership, program-targeted management, sustainable development оf rural territories. We have also studied a program-targeted management, which is a common and famous in the world, it has a major impact on the agricultural sector and rural territories development. The analysis results can be used in the processes of development and implementation of modern policies for the effective functioning of agriculture in the country and development of rural territories

SOVIET POWER AND THE RUSSIAN ORTHODOX CHURCH IN THE SECOND PART OF THE 40-ES OF XX CENTURY (ON THE MATERIAL OF THE KRASNODAR REGION)

This article analyses the state religious policy in regard to the Russian Orthodox Church in the first post Great Patriotic War years. The characteristic of the religious life during the above-mentioned period in the Krasnodar Territory is given. The main resource of this research was documents of the Authorized Board on Russian Orthodox Church Affairs of the USSR Ministerial Council in Krasnodar Territory. Some positive changes in state- church relations took place. New churches began to open. Revitalization of the religious life came into being. It was shown in peoples’ participating in religious holidays, making orthodox ceremonies. Christening was the most popular ceremony. The less popular was the religious wedding. In that period of time, women were active participants of the religious life of the region. Among believers there were soldiers demobilized from the army. However from 1948 first signs of estrangement in state – church relations began to appear

CRIMINAL AND LEGAL CHARACTERISTIC OF NON-TARGETED SPENDING OF BUDGETARY FUNDS

The article analyses the criminal and budgetary legislation in the field of non-targeted spending of budgetary funds. Research of the official statistics provided by the General Prosecutor’s Office of the Russian Federation from 2003 to 2014 showed a decrease in the facts of nontargeted spending of budgetary funds, that, according to the authors, is a sign of high level of latency, because law enforcement and financial control authorities are facing difficulties at a stage of identification of this crime and proof of data obtained during the investigative measures. The authors of the article paid special attention to the analysis of the elements of the non-targeted spending of budgetary funds. The different points of view of the object of this crime are considered. At disclosure of objective features, the authors point to the terminological differences between the Criminal code of the Russian Federation and the Budgetary code of the Russian Federation that, undoubtedly, in practice disturb the correct qualification of the actions. By consideration the subject of non-targeted spending of budgetary funds, materials of criminal cases have been studied which allowed to reveal obvious gaps of the criminal law in this sphere. The authors formulated the proposals for improving the legislation by inclusion of the qualifying features and addition the third part of article that, certainly, has to be reflected in differentiation of criminal responsibility
