Introduction of new elements of fruit cultivation
technology into production is one of the elements
of intensification of the branch. The problem of
providing plants with moisture is the key in
modern technology. The purpose of the research
is a development and manufacturing of
innovative methods of water supply of modern
fruit plantations. Researches were conducted in
two fruiting zones of the Krasnodar region
(Northern and Kuban) with the aim of
assessment of influence of different ways of
water supply on the growth and productivity of
apple-tree varieties: Idared and Gala Schniga
grafted on the stock М9 and planted in 2012 due
to the scheme 3,5x0,8 m. There was determined
that the application of the absorbent Aqua Life
and absorbents with the addition of
recommended elements (Ecogel-1; Ecogel-2)
increase the acclimation rate of seedlings on 2-
6%. The presence of proper conducting system to
supply with the moisture and nutrients the
overhead part (roots-leaves) and a large number
of photosynthezing apparatus promoted to obtain
the high-quality fruit productivity, accumulation
of phytomass and increase of fruit quality.
We have found, that complexes of
hydroabsorbents on the basis “Aqua Life”,
“Ecogel-1” and “Ecogel-2” in conditions of
Kuban in fruiting apple-tree plantations on dwarf
stocks showed the high effectiveness on water
supply, for the first time
Today we have built a successfully operated current
management system for modern agriculture in the
Russian Federation, which includes governance at all
levels of government - federal, regional and local.
Now there is an objective need for the transformation
of rural territories and, in this regard, it is necessary to
consider the effect of the potential of public-private
partnership for the development of the managerial
system. The priority is new approaches to the
mechanism of management for villages, the need for
public-private partnership as well as its impact on
sustainable development of rural territories.
The article describes the basics of management
systems for rural territories based on a public-private
partnership. We have analyzed the next concepts:
managerial system, public-private partnership,
program-targeted management, sustainable
development оf rural territories. We have also studied
a program-targeted management, which is a common
and famous in the world, it has a major impact on the
agricultural sector and rural territories development.
The analysis results can be used in the processes of
development and implementation of modern policies
for the effective functioning of agriculture in the
country and development of rural territories
The agricultural industry is subsidized sector of economy, besides a certainty is that agrarian production in the Russian conditions can't be conducted without considerable support from the state. Today the agricultural industry is the most important element of the market and the animator of development of economy. With respect there to upgrade of state policy in agro-industrial complex, considering the basic principles of development of an industry is necessary. In article indicators of increase in efficiency of use of means of the state support of producers of an agricultural industry of Russia are considered. Effective rendering the state support of an agrarian industry allows implementing established by the doctrine of food security, the state strategy, creations of rural infrastructure, recovery of agricultural mechanical engineering and streamlining of a land ownership. It should be noted that results of the given state support of agricultural industry of Russia in the main directions of an industry: plant growing, livestock production, poultry farming has the heterogeneous level of efficiency which is reflected indicators of achievement of level of self-reliance main products of food and achievement of the level established by the doctrine of food security of the country. A necessary condition of creation of dynamically developing and competitive industry in the world and domestic markets is a fixed growth in volumes of the state support, upgrade old and development of new programs of support of the village and agricultural producers
This article analyses the state religious policy in regard
to the Russian Orthodox Church in the first post Great
Patriotic War years. The characteristic of the religious
life during the above-mentioned period in the
Krasnodar Territory is given. The main resource of this
research was documents of the Authorized Board on
Russian Orthodox Church Affairs of the USSR
Ministerial Council in Krasnodar Territory. Some
positive changes in state- church relations took place.
New churches began to open. Revitalization of the
religious life came into being. It was shown in peoples’
participating in religious holidays, making orthodox
ceremonies. Christening was the most popular
ceremony. The less popular was the religious wedding.
In that period of time, women were active participants
of the religious life of the region. Among believers
there were soldiers demobilized from the army.
However from 1948 first signs of estrangement in state
– church relations began to appear
In connection with the informatization of production,
scientific-technical, social and public activities, the
emergence of the digital economy, there is a need to
protect effectively sensitive and confidential data. The
solution to the problem of creation of system of
information security becomes particularly relevant and
significant, since with the advent of complex automated
information systems significantly increased the quantity
of information stored in the computing device, in single
databases have become integrated information for
various purposes, greatly expanded the number of users
having access to the information resources of the
enterprise. In the article, we have proposed and
scientifically based conceptual foundation and
principles of construction of modern system of
protecting information files to manufacturing
enterprises, which constitute commercial secret, from
damage and unauthorized access. We have identified
the information that requires protection from
competitors and intruders, identified infrastructure their
protection and the mechanisms for their own reliable
operation of protective systems. It is shown that the
objects to be protected from potential internal and
external threats and illegal acts are staff, material,
financial and intellectual resources, means and systems
of informatization and protection of all types of
resources. The basic principles of information security
production of the enterprise are the mutual
responsibility of management and staff, legitimacy,
cooperation with law enforcement bodies, maintenance
of optimum balance of interests of the company and the
individual
The article discusses the use of automatic systemic-cognitive analysis (ASC-analysis), its mathematical model is a system of information theory and software tools – an intellectual system called "Eidos" for the solution of some problems of ampelography: 1) digitization of scanned images of the leaves and creation of their mathematical models; 2) the formation of mathematical models of specific leaves using the spreading of information theory; 3) the formation of models of generalized images of leaves of various sorts; 4) comparing an image of a specific leaf with a generalized image of the leaf of different varieties and finding a quantitative degree of similarity and differences between them, i.e. the identification of the varieties on the leaf; 5) quantification of the similarities and differences of the varieties, i.e. cluster-constructive analysis of generalized images of the leaves of different varieties. We propose a new approach to digitizing images of leaves, based on using the polar coordinate system, the center of gravity of the image and its external contour. Before scanning images we may use transformation to standardize the position of the still images, their sizes and rotation angle. Therefore, the results of digitization and ASC-analysis of the images might be invariant (independent) relatively to their position, size and rotation. The specific shape of the contour of the leaf is regarded as noise information on the variety, including information about the true shape of the leaf of the class (clean signal) and noise, which distort this true form, originating in a random environment. Software tools of ASC-analysis – intellectual "Eidos" system ensures noise reduction and the selection of the signal about the true shape of the leaf of each variety on the basis of a number of noisy concrete examples of the leaves of this variety. This creates a one way form of a leaf of each class, free from their concrete implementations, i.e., the "Eidos" of these images (in the sense of Plato) is a prototype or archetype (in the Jungian sense) of the images
Under modern conditions of functioning of the agrarian
sector of Russian economy, which are described
with the need to increase the output of the agricultural
production in order to ensure import substitution and
food safety, it is necessary to analyze the state of the
agricultural economy of the regions of the country and
the prospects of its development on the innovative
basis. To solve the problems faced by the Kuban
farmers the comprehensive long-term anti-crisis program
of the sustainable development of the agrarian
sector of the economy of the region is being developed.
It is revealed that the high potential of the increasing
output and the economic efficiency growth in
the industry is built into the production concentration
and the formation of large agricultural holding companies,
where agricultural production, processing and
sales of products are combined. The necessity of the
creation of the "Special program of small agribusiness
development" is mentioned. Relying on foreign experience
and the experience of the unique enterprise
"Konitek-South" Ltd., involved in the purchase of the
agricultural products from farmers and the public, and
selling it in dozens of Russian regions, the authors
propose the optimal variant of the wholesale markets
organization. The need to strengthen the government
role in the further development and reforming of the
agrarian sector of the economy, in the regulation of the
agricultural wholesale markets and in the small business
development, in the improvement of its competitiveness
and investment attractiveness is emphasized
At the regional level, clusters are considered as balanced
mechanism policy of innovative development
of the area, are favorable conditions for the effective
cooperation of regional actors and institutions of science,
government and business, the development of
various forms of public-private partnerships in the
area of innovation. The article reveals the problems
that currently limit the establishment and development
of clusters in Russia. Considered the clusters
that already exist in Russia around key industry sectors
and selected Russian cities with a high concentration
of activities in the field of research and development
in certain areas, and clusters, the creation of
which is planned in the near future. The classification
of these clusters according to the patterns of development,
geography, directions and purposes of creation
was given. The directions of development of
cluster policy enshrined in the concept of long-term
innovative development of the Russian Federation for
the period up to 2020 were defined. We focus on the
creation and development of cluster structures in the
agricultural sector in the Krasnodar region. In this
connection, the article reflects the main factors contributing
to the creation of a cluster and measures to
be taken by the state for its successful functioning
Side products obtained during processing of many oil
crops, have a high feed value and use in rations of
animals and birds. The important thing in feeding
poultry is protein nutritional value of forages and
their biological integrity, expressed in amino acid
composition. In this regard, there was a comparative
analysis of the chemical and amino acid composition
traditionally used in compound feeds for poultry,
sunflower cake, and previously unexamined mustard
protein-containing feed concentrate called "Gorlinka".
During the research, it was found that the studied new
feed additive is better comparing to sunflower meal,
considering protein content and essential amino acids
The main problems of poultry farming and ways to
overcome them under the conditions of import
substitution are now under consideration. The
dynamics of production and poultry products
consumption is being analyzed. It has been stated to
form an integrated approach towards the
implementation of the concept of poultry farming in
the new economic conditions. That will guarantee
import substitution and increase the competitiveness of
the Krasnodar region and Russia in the world food
market
