PROBLEMS OF THE DEVELOPMENT OF MODERN HIGHER EDUCATION

The article deals with an actual problem of modern development of the higher education – how to increase an efficiency of academies and employers during the experts’ training competition. It is reported about the investigations’ results where the employers’ satisfaction of the level of Krasnodar graduates’ training was considered. From the employers’ point of view the most important quality criteria of specialists’ preparation are revealed. It is analyzed the correlation of expectations and perceptions of formation the revealed quality’s criteria of graduates’ training by employers. One of the most important causes of expectation discrepancy of employers and results of higher school activity is chosen. It deals with the interrelation between graduate’s competence and competences which must be formed during the training. The consequence discrepancy of the main competences on one of the training’s directions of bachelors and a number of the disciplines’ hours forming these competences is revealed. It is offered to intensify academies interaction and employers concerning creation a model of important and competent specialist. Quantitative shortcomings of graduates’ jurisdiction are marked. It is recommended to make a method of educative evaluation to express minimal, sufficient and advanced level of graduate’s competence. Estimation instrument is the fund of evaluative facilities of estimated means of disciplines. Elements as a part of the fund are determined for objective measurement of competences formation together with employers

GOVERNOR ORGANIZATIONS ACTIVITY LICENSING

The author analyses the licensing of governor organizations activity in connection with amendments to the Housing Code of the Russian Federation by adoption of a Federal law of 21.07.2014 N 255-FZ «On amendments to the Housing Code of the Russian Federation, some legislative acts of the Russian Federation and on declare force Certain Provisions of Legislative Acts of the Russian Federation void » and the Government Resolution adoption of the of 28.10.2014г. N 1110 «On entrepreneur activity in apartment buildings’ government licensing». The urgency of the issue of the apartment buildings licensing activity is associated with the modernization of housing and communal services and legal regulation in this area. Introduction of the governor organizations activity licensing without securing in law the concept of "governor organizations" is a significant flaw of the legislator. As a result, the author gives the concept of governor organizations based on the analysis of scientific papers and current legislation. In addition, the article analyzes the introduction of licensing control, assesses the established order of the three registers on the governor organizations activity. The presented paper examines the experience of foreign countries associated with the activities on the apartment building common property management as well, and the state control over such activity. The authors examine violations of housing legislation that may cause the governor organizations and their officials’ administrative responsibility

BULGARIANS IN THE TERRITORY OF THE KUBAN COSSACKS IN THE LATE OF XVIII - THE EARLY OF XX CENTURIES

The study of the Russian-Slavic cultural, political and economic links is quite actual nowadays. At the turn of 18 – 20 centuries Russia was the only independent Slavic state that was a reason of special attention of foreign countries. The most intensive contacts in Slavic world can be found on a regional level. Both pre-revolutional and modern scientists actively explore such aspects as resettlement of Bulgarians to the Kuban, places of their compact location, main activities and further destiny of its members. There is a detailed specification of colonization of Bulagarian landowners from 18 until the beginning of 20 century in the article, based on the archive documents. Also described moments of first appearing of Bulgarians on the Russian territory and particularly in the Kuban. The article is focused on the main stages of economic familiarization and adaptation of settlers to the natural and social features of new locations. The conditions and forms of vital activities in labor, lifestyle, sociopolitical and cultural life that are typical for their social relations are marked in the article. There is also noted that main occupation of Bulgarian settlers was horticulture, where they achieved greatest successes thanks to mastery of artificial irrigation using a special mechanism for that (a big wheel with attached vessels); Hothouse economy, that allowed them to produce thermophilic crops; organization of teams, that assumed collective labor, labor relations and mutual support. To sum up, Bulgarian settlers harmoniously fitted into socio-cultural area of the Kuban region

CONTENT AND STATE OF IRON IN WEST LEACHED CHERNOZEMIC SOILS OF WESTERN CISCAUCASIA UNDER CONDITIONS OF AGROGENESIS

The results of study of groups and forms of iron compounds in leached chernozemic soils of Western Ciscaucasia for three crop rotations according to scheme grain-grass-hoeing are presented. With long-term use of leached black soil in terms of Agrigento there is a substantial change in the contents of the various groups and iron compounds. On the non-fertilized variant of rotation, the total content of this element in the 0-20 cm 21-40 cm soil layer by 69.4 and 66.5% of silicate and by 30.6% and 33.5% free group of compounds of iron. The applied system of fertilizer crop rotation helps reduce the silicate and increase of free group its compounds. In leached black soil a group of desilicated iron in the 0-20 cm layer 24.8 % presents crystallizability and to 75.2% amorphous compounds, 21-40 cm layer, respectively, 26.2 and 73,8 %. Under the influence of fertilizers we have noticed increasing of amorphous and reducing the number of cristallizing forms of the compounds of this element the soil. The number of different groups and forms of iron compounds in leached black soil with systematic use of fertilizers in crop rotation is determined not by the size of introducing this element as impurities, and processes such as the alienation of iron with additional derived products, increase its mobility in the soil due to a shift in the reaction of the soil solution, changes in fractional-group composition of humus. Diagnostic criteria state of iron in the soil are leached quantitative ratio of the content of the various groups and forms of the compounds of this element

CRISES IN THE EVOLUTION OF ECONOMIC SYSTEMS OF INHOMOGENEOUS

Realities of today have defined a new stage of development which can be characterized as the entry of world economic system in a condition of crisis. Recognizing that development of economic systems means continuous violation of macroeconomic balance - a necessary condition of development. In this context transition processes are considered as a natural, state of society and economy in the course of its evolution. Characteristic feature of a market economy is recurrence of economic development. Recurrence is a form of development of economy as whole, the movement from one macroeconomic balance to another. Recurrence can be as one of ways of self-regulation of market economy. As line of recurrence is the movement not around, and on a spiral, it likes a form of progressive development. The main phase of a business cycle is crisis during which the broken proportions of a social production are restored. For crisis the following signs are characteristic: growth of mass of unrealized production; increase of loan percent; decrease in the share price, etc. All this is of the capital and control of business activity that leads to falling of profit, crisis of non-payments, and is frequent also to bankruptcy. THEORETICAL AND PRACTICAL ASPECTS OF REALIZATION OF THE RIGHT FOR EDUCATION BY CITIZENS OF THE REPUBLIC OF SOUTH OSSETIA IN MODERN CONDITIONS

The constitutional regulations of all countries guarantee their citizens the right to education. In the Republic of South Ossetia during last years we observed a process of modernization of the state. In particular, the legislation on education directed on guaranteeing the right of citizens for education has been developing. The state defined the main directions of a development of education, material and personnel resources, and also the problems in this sphere were revealed. One of key problems is insufficiency of financing of an education system which doesn't allow guaranteeing the right for education at the necessary level. The availability of educational institutions for students is essential to guarantee the right to education. Modern states establish minimum standards for primary, secondary and higher education. Thus, primary education must be universal, compulsory and free, and in case of its absence, elementary education should be encouraged or intensified. In the secondary, including vocational, education guaranteed openness and accessibility for all, including through "progressive introduction of free education". In the Russian Federation, the availability of educational institutions for students was solved comprehensively, but mainly due to the municipal reform, according to which the territory is rural and urban settlements were formed taking into account walking distance from the administrative center. The author proposes to consider similar experience for South Ossetia

THE PROBLEMS OF IMPLEMENTATION OF MATHEMATICAL AND TOOL METHODS OF CONTROLLING

Statistical methods are based on the developed theory and demonstrated its usefulness in the sectors of the economy. However, the analysis of the situation in the application of statistical methods shows obvious distress, in which accumulated in our country's scientific potential is not used to the full. As practice shows, it is not enough to develop promising modern theory-based effective mathematical and instrumental methods of controlling. For using such methods in mass, it is necessary that they would be implemented. Management of innovations, i.e. innovation management, quite rightly is currently one of the most debated sections of the economy and the organization of production, of the entire economic science in general. However, the implementation of applied statistics and other statistical methods, more generally, mathematical and instrumental methods of controlling, has its own specifics. It is considered in the article. We have highlighted the developmental vulnerabilities - low scientific level of many individuals applying statistical methods, the lack of organizational structure of applied statistics as a field of applied activities and others. We regret to note that the very idea of the need to establish requirements for the methods of data analysis and project formulations such requirements remained outside the attention of those professionals who need them and were addressed. We have no adequate system of guidance for documents on concrete statistical methods performed on modern scientific level. According to the author, the desired future of applied statistics is reorganization according to the model of Metrology. We have analyzed the application of statistical methods as a specialty. The analysis of state standards on statistical methods and the causes of them blunders are given. We have discussed the status of documents for statistical methods for standardization and quality control. We discuss a new system of "Six Sigma" for implementation advanced mathematical and instrumental methods of controlling

ECONOMETRICS FOR THE CONNROLLERS

Requirements for the professional training of сontrollers include, in particular, the requirements for an intelligent tool that controllers must possess. One of such tools is the econometrics. Organization of training, in particular, preparation of curricula, programs, teaching materials and textbooks, involves discussion of the scope and content of the relevant discipline. We have given the description of the econometric tools of controlling, including the courses of "Econometrics-1" and "Econometrics-2", which the Department of the IBM-2 "Economics and organization of production" is on the faculty "Engineering and Business Management" of Bauman Moscow State Technical University. We have discussed the external environment of econometrics and the necessary changes in it. For example, the course of "Probability Theory and Mathematical Statistics" is the basis for the study of econometrics. However, it has to be brought into line with modern requirements. In particular, it is necessary to consider such things as random elements with values in an arbitrary space, empirical and theoretical means in such spaces, to prove the laws of large numbers in general statements. Simultaneously with the specified extension course content is reasonable to exclude from the program methods based on those assumptions are not met in the concrete economic situations. In particular, we have to eliminate the one-sample and two-sample Student's t tests and replace them with the corresponding nonparametric tests. We do not need the "classical" and geometric probability, etc. We have given the importance of the problem of constructing integral indicators in various problems of econometrics; issues of analysis of the situation by means of a system of indicators are discussed in detail

ECONOMETRIC TOOLS OF CONTROLLING

Econometrics is one of the most effective mathematical tools of controlling. The article deals with general problems of application of econometric methods in solving problems of controlling. Econometric methods - is primarily a statistical analysis of concrete economic data, of course, with the help of computers. In our country, they are still relatively little known, even though we have the most powerful scientific school in the foundations of econometrics - the probability theory. The article shows that to decide the problems of controlling is necessary to apply econometric methods. Classification of econometric tools can be carried out on various grounds: on methods, by type of data, in tasks, etc. Mass introduction of software products, including modern econometric analysis tools of concrete economic data can be regarded as one of the most effective ways to accelerate scientific and technological progress. The whole arsenal currently used econometric and statistical techniques (methods) can be divided into three streams: high econometric (statistical) technology; classical econometric (statistical) technology, low (inadequate, obsolete) econometric (statistical) technology. The main problem of modern econometrics is to ensure that the concrete econometric and statistical studies used only the first two types of technology. To get a broader representation of the use of econometric methods in the management of production organization we analyze basic textbook "Organization and planning of engineering production (production management)," prepared by the Department of "Economics and organization of production" of the Bauman Moscow State Technical University. It has more than 20 times using econometric methods and models that testify to the effectiveness of such a tool of manager as econometrics

The complexions of the metals used as micronutrients, are an effective form of trace elements and means of regulation of the production process of agricultural crops as seed treatment before sowing, and when conducting foliar vegetating plants. Their inclusion in the system of fertilizer rice to balance mineral nutrients necessary for plant life, providing increased productivity, quality seeds and grains
