Using the example of three multipurpose assemblies
(MPA) we have presented the possibility of the cost
and loss function appliance for the substantiation of
the design and operating parameters as the criterion of
optimization. The mentioned objective function of
mathematical model is the sum of expenses on the
performance of the scheduled amount of automated
tasks and the cost of the crop loss related to the failure
of meeting deadlines. It is common knowledge that
the longer the execution of work lasts (e.g. crop
harvesting), the more value it loses. The extremum of
the cost and loss function is the minimum of the sum
of expenses and the cost of losses which sets the
optimal parameters, the mode of the MPA functioning
and the work duration. The cost of inputs for the work
performance within the objective function includes
operating costs of the MPA for the scheduled amounts
of work. With the increase of the duration of these
works the expenses decrease, however, the cost of
losses grows. The sum of the costs of inputs and
losses has the extremum that sets the solution
optimality. The cost of crop losses depends on the
purchase price for the harvested crops and the crop
losses intensity for each day of harvesting which we
have already developed significant dependencies for.
We have suggested the control flow charts for
optimizing the MPA parameters and their functioning
modes, we have evolved the notion of the objective
function and the method of its calculation for different
sets of assemblies. Through the example of the
multipurpose complex assembly for stubble soil
cultivation and simultaneous green manure dropping,
we have analyzed the results of the task solution using
the cost and loss function which is an effective
method of the parameter optimization and the
functioning modes of various machine assemblies and
facilitates the choice of alternative options
The Crimean poultry organizations financial
development features are researched in the article.
The current poultry sector condition in Crimea is
analyzed, its main problems are examined. It is
observed that a reduction of both head of livestock
and poultry products has been taking place for the
past years in Crimea; the competition from mainland
manufactures has increased due to the lower cost that
is offered as their competitive advantage. The
financial analysis of four major poultry organizations
of Crimea has been conducted, the complex
estimation of their financial condition has been given.
It is revealed that three of the four analyzed
organizations has problems in their financial
resources management. There are also the problems
that the enterprises handle in the field of liquidity and
solvency management. The objective problems that
has negative influence on the poultry industry of
Crimea are investigated. The conducted analysis has
showed that the poultry organizations of Crimea key
problems solution requires a comprehensive
approach including enhancement of both production
processes and financial management methods. The
poultry organizations production relations
improvement methods are suggested. It is noted that
the most significant of them should be the following:
technical equipment and technology modernization,
feed base arrangement improvement, strategic
management, marketing and advertising
development. The poultry organizations of Crimea
financial management system amelioration areas are
considered. The complex of the suggested measures
will favor the effectiveness growth of both an
individual organization and the industry in whole
Improving methods of investigation of terrorism is the
leading task of modern criminalistics. Different aspects
of criminal law and criminology connected with the
fight against terrorism were under focus in juridical
literature. At the same time criminalistic characteristic
of terrorism as a system of generalized notion of
significant features of crime under discussion and its

The given article explores the political and social processes that were occurred in the Civil War in the sphere of existence of the Russian family. The author examines the nature of family and socio-cultural relations of the Russian population in this period, especially the processes of modification and transformation of family values, the policy of the new leadership came to power in October 1917 in traditional Russian family; he also analyzes the reasons of attempts of reforms permanently taken by the authorities in this sphere of life of the Russian society. The changes taking place after the October revolution of 1917 y. in the Russian society were so profound in nature that lead the thoughts of whether to exist at the family as a social unit in its traditional form or there has come the time of complete denial of family values, the elimination of the family as a special social institution or there comes a time of the formation of new forms of sexual interaction between men and women in accordance with the changed social conditions, such forms that will make their relationship more free and relaxed in social terms. New decrees and laws enacted after October 1917 y. by the Bolshevik government contributed to the transformation of the whole system of family ties; they changed the very basis of the existence of previous family and dictated a new social reality in which there was no place for the values of the past. Everything on what the traditional family was based in Russia, in fact was revoked and there came new norms and rules of family life dictated by the views of the Bolshevik ideologists about relations between the sexes

Pike inhabits almost all the rivers of the Yakutia
system. It is more widespread in the lakes of YanoIndigirka
and Kolyma lowlands. Objective: To provide
a modern assessment of fish in the main model
reservoirs, create an ecological prognosis and the
possibility of their use in modern conditions. Methods.
The material was collected in the conditions of
anthropogenic pollution. Full general biological
analysis was conducted for the fish. Cruise studies
were conducted covering the northern territories - r.
Anabar, Olenek, Lena, Yana, Indigirka, Kolyma and
Chrome, as well as Vilyuy Dam, from 1969 to 2016.
We used the standard ichthyologic methods of
selection and processing of the collected material.
Results. Because of climate warming, there were
reported pike approaches in the lower reaches of the
river Lena, Yana and Kolyma. Maximum dimensions
were noted earlier in the lower reaches of the river
Lena, where the maximum weight of pike was 18 kg.
The fecundity of 16-211 thousand eggs. It was
revealed, that the catch was better for young pike.
Conclusions. Stocks of pike are in satisfactory
condition, and its reserves are proposed to be
increased, at the expense of unused areas (lakes
Kolymo- Indigirka lowland) up to 220 m. It is
proposed as a fish-breeding facility in Yakutia
reservoirs

The article considers brief theoretical information of the wavelet transform and the methods of identification of nonlinear time-varying systems using multi resolution wavelet transform. The methods of data processing based on wavelet transformation are widely used in recent times. Wavelets have significant advantages compared to Fourier transform because wavelet transform tells you about not only the frequency spectrum of the signal, but also on what point in time came one or another harmonic. With their help, you can easily analyze intermittent signals or signals with powerful bursts. Moreover, wavelets allow us to analyze data according to scale, on one of the preset levels (small or large). The unique properties of wavelets allow constructing a basis in which the representation of the data will be expressed with just a few nonzero coefficients. This property makes wavelets a useful tool for data packaging. Small expansion coefficients may be discarded in accordance with the selected algorithm without a significant impact on the quality of the compressed data. Wavelets have found wide application in digital signal processing and data analysis. There are two classes of wavelet transforms: continuous and discrete. In the article we have implemented the discrete wavelet transform with the resulting output distribution on a 3D graph. The dynamic development of information technologies in medicine of the Krasnodar region, associated with the introduction of modern information systems in healthcare for 2011 - 2014 years has an impact on the system of issuing and servicing preferential recipes and prescriptions for controlled drugs. The introduction of a fundamentally new system of health care based on modern standards, common to the whole territory of the Russian Federation could not be possible to implement without providing healthcare organizations the tools to monitor indicators of prescribing beneficiary drug coverage (BDC) transmitted electronically to pharmacies. In supplying all the participants of the program with the necessary drugs (ND) in the Krasnodar region there is an urgent problem and visualization of information of BDC activities. Improving management by improving the efficiency and reliability of the information for all levels of management in a hierarchical structure of health is directly related to the quality of social services for certain categories of citizens in accordance with the Federal Law issued on July, 17th 1999 178-FZ "On state social assistance." This paper describes a methodology for the creation of a single automated database, which can be placed in both the private secure cloud and in the public, with the possibility of access to information in the workplace using the Internet. Working with a database is implemented by means of language T-SQL. Access to the system of end-users is implemented with taking into account the information security by means of the technology called "thin client". As an application, we use the Services Reporting Services - Reporting server platform that provides opportunities for convenient work with reports of various data sources. The database is filled according to the information of the state health care budget "Medical Information and Analytical Center" of The Ministry of Health of the Krasnodar region. We have also solved the problem of the processing of personal data by the method of introducing their depersonalization identifiers
