INCREASING THE COMPETITIVE CAPABILITIES OF SUBJECTS OF SMALL AGRARIAN FARMS

abstract 1191605010 issue 119 pp. 159 – 173 31.05.2016 ru 592
It is being said that the competitive position of subjects of small agrarian farms (SAF) are often provided with increasingly innovative approaches with flexibility of internal management, the ability to quickly adapt to constantly changing conjuncture market. However, as practice shows, the direction of development in small economies does not act as a priority of modern agricultural policy in this field, often dominated by declarative intent rather than running behind these statements required volumes of investment in regulation of subjects SAF development. It is noted that there the following actions should be taken: to supply the participants of small agricultural farms with necessary land resources; to create an affordable banking scheme for obtaining investment credits, subsidies, and cooperative credit for small business entities; to expand the scope of production and service; to continue development of opportunities for industrial cooperation, joint logistics, processing, marketing research, and marketing of products; to facilitate the access of small actors to local retail markets. A high rate of inflation, directly affecting the cost of credit, fuel prices, updating the technical and material base of production, and difficulties with working capital are still remaining the major problem. The solution to these problems would be enhancing the market competitiveness of small agrarian businesses

ECOLOGICAL-LANDSCAPE APPROACH TO THE ORGANIZATION OF AGRICULTURAL PRODUCTION AS A CONDITION OF DECISION OF PROBLEMS OF FOOD SAFETY

abstract 1151601073 issue 115 pp. 1154 – 1168 27.01.2016 ru 593
There was given the definition and there were cited the criteria of food safety of the country. There was substantiated the necessity of ecological-landscape organization of the territories of agricultural organizations with the aim of decision of food safety. There were cited the peculiarities of land as a natural object and the object of land relations. There was cited the qualitative condition of agricultural areas of the Krasnodar region – the susceptibility to erosion, the content of humus, indicators of nutrient balance in soil. There were identified the environmental problems in the use of agricultural lands in agricultural production. It is concluded that the existing zonal systems of agricultural management do not take into account the full landscape diversity in the region. Using GIS-technologies there were determined the boundaries of five landscapes of the Krasnodar region and agricultural areas on types and degrees of erosion process manifestation. There was given the characteristics of natural-climatic, soil and ecological peculiarities of steppe plain landscapes with ploughed steppes. There was substantiated the system of ecological-economic indexes of assessment of landscape systems of land management. There was determined the percentage ratio of areas as cropland: forest: meadow within the boundaries of the natural landscapes. There were calculated the main indexes of ecological assessment of flat plain landscapes with ploughed steppes. There were formulated the tasks of ecological-landscape organization of the territory of agricultural enterprises. On the state level there were substantiated the offers on increase of effectiveness of use of agricultural areas in agrarian production

ANALYSIS OF STAFFING OF THE HEALTH INDUSTRY OF THE KRASNODAR REGION

abstract 1281704043 issue 128 pp. 591 – 600 28.04.2017 ru 593

THE USE OF CORRELATION ANALYSIS IN AIC SUGAR INDUSTRY (PART 2 – CROSSCORRELATE)

abstract 1161602073 issue 116 pp. 1105 – 1121 29.02.2016 ru 601
This article is devoted to the practical application of economic-mathematical methods (based on correlation analysis) to control the economic parameters of the integrated production systems sugar subcomplex (IPS SS) AIC oriented to meet the needs in the sugar production of the population not only of individuals, but also of the regions and the country as a whole. This article discusses and solves the following tasks: autocorrelation and partial autocorrelation functions, cross-correlation function (correlation matrix) study of deciduous macroeconomics series, with appropriate verification (test) Durbin - Watson. The study used Statistica, MS Excel and Xlstat add-in. The work describes experiments with various kinds of nonstationary time series of the agricultural sector and food industry sugar subcomplex, as well as the test results on the difficulty of communication between them. We have identified industry-high cycles. The article presents results of numerical experiments autocorrelation of the time series of sugar production, acreage, gross harvest and yield of sugar beet and sugar cane, by country. Systematically, we describe ideas and methods underlying the correlation analysis. We have given the evaluation of the results of correlation analysis on each type. Further, it can be assumed that the proposed techniques will greatly affect a key points when making recommendations for new models of production of sugar products, market-oriented – this will minimize the time and cost of the finished product that will make a more stable position in the sector for this integrated production system in relation to its competition

COGNITIVE MODELING OF THE IMPACT OF SELF-ORGANIZATION FACTORS ON THE ENTERPRISE SUSTAINABILITY

abstract 1281704024 issue 128 pp. 342 – 353 28.04.2017 ru 601
This article discusses the problem of methodological support for the management of the recovery cycle of Russian industry, which is caused by the transformation of factors affecting the achievement of the required parameters of competitiveness. Given the low level of technological development, it is proposed to rely on the concept of sustainability in determining the strategy of re-industrialization in Russia. As a theoretical platform of such a concept, the ideas of intellectualization of enterprise management are proposed, which were developed in the foreign theory of industrial management. Thus, the main factors influencing the stability of the enterprise were correlated with elements of the "ADACOR holonic" -architecture of management, inspired by biological and evolutionary theories. An empirical analysis of the impact of self-organizing factors using the technology of cognitive modeling, which revealed a significant impact on the company's sustainability of environmental assessment factors. The state is revealed under which the effect of local stability within the limits of the parameters "Diagnostics of threats" and "Unpredictability of the environment" is achieved, which makes it possible to form a complex of management actions to regulate these parameters using the coenoses tools. The proposed interdisciplinary approach, based on a system of regularities of the physical and mathematical order, will greatly enhance the effectiveness of forecasting and the predictability of enterprise development

RISKS AND PRIORITIES OF THE STRATEGY OF DEVELOPMENT OF THE NATIONAL SPACE-ROCKET INDUSTRY

abstract 1291705075 issue 129 pp. 1046 – 1060 31.05.2017 ru 603
Based on risk analysis and consequences of the accidents which have happened to the space equipment from the moment of the beginning of an active phase of space activity, the authors have come to a conclusion that initial stages of life cycle of the project, namely start and a conclusion to an orbit of artificial Earth satellites are subject to the greatest risks. Further functioning of the spacecraft in an orbit is accompanied by much smaller risks, and the least risky are works on service of land infrastructure, processing and information transfer to consumers. Methods of economic protection, which provide acceptance or transfer for a certain payment of risks are not always acceptable for an initial stage of the space project – start and removal into a satellite orbit. Authors suggest evading whenever possible from similar risks for what it is necessary to reduce starts for the benefit of foreign customers. The research of structure of the world space market has shown that such kinds of activity as production of land space infrastructure and rendering services of satellite communication and broadcasting are the most demanded. The market of starting services is gradually reduced in connection with miniaturization of the equipment of satellites and high specific risks of start. The policy of Roskosmos is focused generally on preservation of leadership in starting services which differ in high risks, to the detriment of creation of own satellite group capable to render a wide range of space services to foreign partners. Change of reference points of the strategy of development of the domestic spacerocket industry towards highly profitable and least risky types of space activity is offered
