The article deals with problems in the field of
automation of legislative activity of ZSK and contains
offers on their decision. Public authorities and local
governments are faced by tasks of creation of
conditions for improvement of quality of the state and
municipal services, cost reductions on content of the
state machine and increase of efficiency of its
activities with use of modern information
technologies. Implementation of the automated
execution of processes, electronic templates of
documents, electronic drafts of the agenda — all this
can give the chance to move to qualitatively new level
of overall performance
For the analysis of the effectiveness and the efficiency
of entrepreneurial activity of organizations we apply a
system of indexes, characterizing the level of the use
of production resources: labor, floorspace, average
annual cost of the combined assets, average annual
cost of circulating assets, including supplies, average
annual cost of own capital, production expenses,
including financial expenses. As a quantitative result
of activity of managing subject we use volume cost
indexes, characterizing an effect: gross products are in
current prices; profit yield from sales; gross revenue;
income from sales; income to taxation; net income [1,
2, 3]. The high-quality indexes of efficiency of the use
of production resources: gross products in current
prices on an average annual worker; profit yield from
sales on an average annual worker; gross. The
analogical set of indexes of efficiency is applied,
determining correlation of different types of effect and
other resources. That determine an index,
characterizing correlation of gross products in current
prices and floorspace (in agricultural organizations we
use 1 ga of lands, in point-of-sale – 1 m2
of point-ofsale
area, in industry – 1 m2
of floorspace of factory,
factory, workshop); correlation of profit yield from
sales and floorspace; correlation of different. Then we
determine indexes, characterizing correlation of
different types of effect and average annual cost of the
combined assets, correlation of different types of effect
and average annual cost of circulating assets,
production supplies, property asset, production
expenses, and financial expenses. In obedience to
methodical positions of analysis of indexes,
characterizing the results of activity of managing
subjects, we probe the dynamics of indexes for the last
3 – 5 years with the purpose of exposure of it.
Important in research of indexes and efficiency of
entrepreneurial activity is the use of factor analysis,
allowing defining a quantitative measure influence of
factors on the change of analyzable index, to ground
backlogs of increase of efficiency. Most acceptable in
the analysis of influence of factors there is a reception
of chain substitution on the dynamics of indexes of efficiency of the use of production resources
The article gives an analysis of the efficiency indicators for the production of plant growing products using the example of the reporting of CJSC "Centralnoe". We have revealed the mathematical model for the analysis of economic efficiency of production of plant growing products. In the work there were considered the following indicators characterizing economic efficiency: labor intensity; profit from the sale of fruits; profitability; cost of 1 centner of fruit; yield; costs for the maintenance of fixed assets used in production. Various models of the dependence of indicators characterizing economic efficiency on the above indicators were considered. As a basic culture, we have selected fruits, because these cultures are the main types of products for this organization. The authors singled out a reliable and qualitative mathematical model of the relationship between profit on sales and yield, labor intensity, and self-worth. Model could be used to determine the economic efficiency of organizations engaged in agricultural activities. The relevance of the study is due because these problem is one of the most important for all organizations that produce plant growing products. The agrarian sector has certain peculiarities, therefore, when determining of the economic efficiency of a separate economic entity and the industry as a whole, it is necessary to take into account these features

requirements and expectations in a scope of the

of commercial bank are analyzed, the influencing
factors and conditions of interaction of bank with

The article discusses the main problems of formation and development of innovative macro-environment of Russian agribusiness taking into consideration state regulation of the economy, in particular the relevant rules and regulations and federal program-oriented documents. It is also presented the experience of legislation in Europe, the USA, as well as international organizations. The point is that the degree of elaboration of the legal and program-oriented database has a direct impact on the process of formation of innovative macro-environment in Russian agriculture.
The purpose of the article is to identify the main problems of little dynamic potential of innovative activity in the agricultural sector of the Russian Federation. In order to do it, it was conducted terminological and retrospective analysis of innovative macro-environment of Russian agriculture using general scientific and specific methods for the study of economic processes. Its development priorities in accordance with the policy documents are investigated and analyzed. Omissions of legislative initiatives in the innovation field of agriculture are identified. Organization of an appropriate basis for the development of organic farming is proposed and grounded as one of the variants of improvement of rules and regulations and program-oriented security of Russia

development of the organization. Various factors
influence profit in different ways. Analysis of the
impact of certain factors on the financial result makes
it possible to reveal errors in time and to develop
measures aimed at solving the problems. In the article,
the main factors that influence profit are considered.
A factor analysis of the profit both for the whole
organization and for individual type of product was
conducted, to determine the impact of the profit from
the sale of a particular type of product on the final
financial result. The impact of each factor on profit
was measured, to identify profit growth resources of
the organization. The main directions of increasing
production efficiency were determined to achieve high
financial results
The article touches upon the issue of identifying
patterns of the entrepreneurial sphere development in
the Russian Federation regions. The following areas
of business activity, leading in terms of the turnover
of small businesses, were analyzed in the study:
agriculture; wholesale and retail trade;
manufacturing. In order to identify the favorable
conditions for the development of the studied
entrepreneurial areas in the Russian Federation, the
authors have developed an algorithm based on the
methods of N.G. Zagoruiko and on the methods of
reducing the dimension of attribute space. It was
found, that the studied areas of entrepreneurial sphere
do not interact much with each other, and the
mechanisms of their professional communication are
not developed sufficiently. A model in the form of
decision rules of favorable conditions for the
enterprises functioning in the entrepreneurial sphere
of Russian regions was created with the use of the
author's algorithm. The study revealed that
agriculture is mainly influenced by the climate, the
population of the region, the number of small
businesses, the land area of the region, and
investment in fixed assets. Wholesale and retail trade
are influenced by the standard of living of the
population, the land area of the region, and the
number of small businesses. The manufacturing
industry is influenced by the number of small
enterprises, the standard of living of the population,
investment in fixed assets, and the land area of the
region. The basis of the created model and the
revealed consisted patterns can be used to form an effective governmental policy of the development of
entrepreneurial sphere in the Russian Federation
regions
