MORAL RISKS IN BANKING

Moral risk is presented as actions of economic agents to maximize their own utility at the expense of others due to inequality of information and differences of interests, manifested in changing the behavior of one of the parties to the contract. The moral risks in the banking activities are divided into two groups: the moral risks within the Bank; the moral risks posed by the external environment of the Bank. It is established that in the case of inappropriate opportunistic behavior of personnel who directly or indirectly violates the terms of the contract, the Bank often does not have monitoring capabilities. A list of typical methods of dealing with moral risk arising from the activities of the Bank was created. The article substantiates the role of Bureau of credit history (BCH) as the organization that performs the collection, processing, storage and dissemination of information on credit histories of individual citizens, such as information about the balance of debt or credit lines, events of default on the loan, history of payments, bankruptcy. A group was proposed for specific methods of dealing with moral risks - measures to neutralize the moral hazard related to the activities of the staff. One of the most problematic aspects associated with the moral risk of the Bank is their assessment. MORTGAGE CREDITING IN RUSSIA

The article examines the main trends and prospects of the Russian mortgage lending system development. It examines the current state of the mortgage market in the current socio-economic conditions in the Russian Federation. It presents an overview of the key market indicators of the past few years. At the moment, interest rates have decreased, compared to the previous year, therefore the banks’ lowest interest rates have been analysed. The article contains a review of the mortgage programs with the most favourable terms. The 2015 and 2016 results of the housing markets, housing construction and mortgage lending in the Russian Federation have been analysed. Having considered the dynamics of the debt on the mortgage loans that had been granted to resident individuals, it was brought out that the debt on mortgage loans in the period of the years 2013-2017 has been growing with each year. The article examines the conditions of getting a mortgage in 2017. Currently, the development of the mortgage loan system is constrained by several factors, in relation to which the article offers recommendations on the possible ways to improve it

The article discusses the monitoring of labor in the pilot organizations. The monitoring of labor indicates that nowadays it is particularly relevant to introduce organizational innovations in the field of staff remuneration in order to stimulate the proper production behavior. The article deals with the problems of innovative development of the employee’s motivation in an unstable economic development. The authors proposed the technique of information provision of the management staff with natural and value indices of labor resources generated in IFRS. An effective system of motivation of the personnel is of a particular importance in a turbulent economic environment, because in a competitive environment the employer views the staff as an essential resource that determines the success of economic market agents. The greatest attention should be paid to the staff training and saving valuable employees that enables organizations to achieve high financial results. The main aspect of the solution of many administrative decisions is a science-based system for obtaining timely, reliable and cost-effective information on the use of labor resources generated in the accounting and analytical base of the organization

MOVING FORWARD TO ARISTOTLE: WE MUST BE FREE FROM THE PERVERSIONS OF ECONOMIC THEORY

The founder of the economic theory is Aristotle. The so-called "market economy" is a perversion of Aristotle's views. We have to eliminate distortions. What can replace the "market economy"? We are developing a new organizational-economic theory - solidary information economy, based on the views of Aristotle. The name of this theory has changed over time. Initially, we used the term "nonformal information economy of the future", and then began to use the term "solidary information economy." In connection with Biocosmology and neo-Aristotelism preferred is an adequate term "functionalist organic information economy". This article describes the main provisions of solidary information economy, intended to replace the market economy as a management tool. The main problems are discussed, the solution of which is devoted to research related to the considered basic organizational and economic theory. We discuss Aristotle's positions, on which the economic theory is based, in particular, solidary information economy. We prove that the market economy has remained in the XIX century and the mainstream in modern economic science - justification of insolvency of a market economy and the need to move to a planned system of economic management. We examine the impact of ICT on economic activity. We develop the approaches to decision-making in the solidary information economy. On the basis of modern decision theory (especially expert procedures) and informationcommunication technologies people can get rid of chrematistics and will understand the term of "economy" according to Aristotle

MULTI-OBJECTIVE APPROACH TO THE ANALYSIS OF BUSINESS RISKS

Business risk is an integral part of the economic activities of any organization. Currently, compulsory and one of the main criteria of normal and stable operation of the economic entity is timely risk assessment of entrepreneurial activity in order to prevent further negative consequences. In this article, we present a technique of multi-criteria approach to the analysis of business risks. The basic signs of increasing risks of entrepreneurship are formulated. On the example of the organization under study, we have given an assessment of business risks with the use of multi-criteria approach. Within the article, we identify potential business risks as an analysis of the solvency and liquidity assessment, analysis of financial stability, comparative analysis of the calculations, the analysis of the business activity of the economic entity, assessment of cost-effectiveness study of the organization. In the context of each block, there are specific indicators characterizing the increase or decrease the risks of entrepreneurship. Data for the study was analyzed for the organization and compared to the theoretical value. For each of the aspects of multi-criteria assessment of business risks there are substantiated conclusions. Based on the study, we have stated the advantages and disadvantages of multi-criteria approach to risk assessment of entrepreneurial activity of the economic entity
