ACTUAL PROBLEMS OF THE AGRARIAN SECTOR AT THE PRESENT STAGE OF ECONOMIC DEVELOPMENT

The article is devoted to solution of actual task of definition to the modern role of the agro-industrial complex of Russia in economic theory, in the globalized world economy. It deals with production in agriculture, as a developed competitive agricultural sector, which is the key to food security of the country's existence. In the work we present the analysis of factors affecting the development of agriculture, among which the most important are the low degree of monopolization of rural producers in comparison with other sectors of the economy; high level of capital intensity of agriculture and low profitability; disparity of prices in the agricultural sector; high level of competition imports. The article presents the main issues to be focused for timely consideration, such as: questions about the protectionist measures to help the farmers from Federal agencies; the role of insurance and leasing organizations in encouraging farmers in replacing agricultural equipment; the need for effective assistance of regional authorities in the promotion of the import substitution program; the identification and elimination of "bottlenecks" in the promotion of South Russian grain on the world market; development of measures to solve other problems constraining the sector's development. AGROINDUSTRIAL COMPLEX AND ITS ROLE IN SUPPORT OF NATIONAL FOOD SECURITY

A comprehensive assessment of the state of the agro-industrial complex of Russia is given and its role in ensuring national food security is defined. The main directions of ensuring state food sovereignty in the conditions of global challenges are substantiated. The scheme of interaction between the world and national agroindustrial complex is presented. The main tasks of development of the agrarian sector of the economy are formulated: the growth of production per capita; ensuring physical and economic accessibility of food in the required quality and assortment. It was revealed that the volume of production of basic food products in Russia in 2015 did not reach the indicators of 1990, and the consumption of basic food products in Russia by individual items is significantly lower than the recommended rate. Deficiency of a diet of the population of the country on vegetables and melons, fruit, milk and dairy products is established. The expediency of reforming the agrarian sphere of the Russian economy is proved, including its accelerated adaptation to global challenges. They include geopolitical tensions, deterioration in the external economic environment and a reduction in external demand, mutual economic sanctions, fluctuations in inflation indices, and a reduction in consumer demand. It was concluded that for the increase in the efficiency of the functioning of the agroindustrial complex and the strengthening of national food security, technical and technological modernization of production, improvement of the mechanisms of state support, active development of the innovation environment are needed

MANAGING A SUSTAINABLE COMPANY DEVELOPMENT: ECOLOGICAL AND ECONOMIC ASPECTS

This article proposes the creation of a cluster of breweries, which aims to unite the efforts of the brewing manufacturers that allow the participants to improve the effectiveness of the functioning of the common sharing of resources, to ensure the growth of competitive advantages, find sales channels not only at regional, but also on foreign markets. At the same time, they are able to provide a higher level of efficiency, balance and handling of the economy. Increased efficiency is achieved by increasing the productivity of labor, the creation of common infrastructure (information, supply and marketing, etc.). Access to foreign markets and empower consumers to search for products from waste breweries. A method of utilization of brewery waste in landfills is the simplest, but from the standpoint of environmental and material component is not effective, so the re-use, recycling of waste and byproducts can not only remove the threat of environmental pollution, but also to significant income processor of this waste. But for the purchase, installation of the necessary equipment, training a person, the necessary skills to work with non-waste production cash costs are required, which not every company can invest. Thus, the use of the cluster approach in a business combination for interest in the use of secondary (low-waste) production, the introduction of resource-saving, "green" technologies determined by the specifics of the cluster, namely, give the enterprises belonging to it, effect is expressed in the increasing environmental and economic sustainability and the competitiveness of the entire system as compared to the individual business entities

COMPLETE AUTOMATED SYSTEM-COGNITIVE ANALYSIS OF THE PERIODIC CRITERION CLASSIFICATION OF THE FORMS OF CONSCIOUSNESS

This work continues the series of works written by the author on the application of modern scientific methods in the study of human consciousness. In 1979-1981, two monographs were written devoted to higher forms of consciousness, the prospects of man, technology and society. One of these monographs was two-volume and was called "Theoretical Foundations of the Synthesis of Quasi-Biological Robots." In these monographs the author proposed: 1) criterial periodic classification of 49 forms of consciousness, including higher forms of consciousness (HFC); 2) based on this classification, there were psychological, microsocial and technological methods of transition between various forms of consciousness, including methods of transition from the usual form of consciousness to the HFC; 3) information-functional theory of the development of technology (including the rule of improving the quality of the basis); 4) information theory of value; 5) 11 functional schemes of technical systems of future forms of society, including remote telekinetic (mental) control systems; 6) the concept of development of society in groups of socio-economic formations; 7) the concept of determining the form of human consciousness by the functional level of the technological environment; 8) mathematical and numerical modeling of the dynamics of the probability density of states of human consciousness in evolution using the theory of Markov’s random processes. In this study, we carry out a complete automated system-cognitive analysis (ASC- analysis) of the periodic criteria classification of forms of consciousness proposed by the author in 1978. To this end, the following tasks are solved in the work: cognitive structuring and formalization of the subject area; synthesis and verification of statistical and system-cognitive models (multi-parameter typification of forms of consciousness); systemic identification of forms of consciousness; their typological analysis; investigations of a simulated domain by examining its model. We have also given a detailed numerical example of solving all these problems

LOGARITHMIC LAW FOR DYNAMICAL SYSTEMS FROM QUARKS TO GALAXIES

The article discusses various examples of dynamical systems in which the motion is determined by the logarithmic law - quark systems, hydrodynamic systems, galaxies. Set the general nature of angular motion on a hypersphere in a space of arbitrary dimension and radial movement 6D in the metric of a logarithmic potential. We investigate the 6D metric describing the case of motion with two centers of symmetry. It is shown that in such a metric exists a class of exact solutions, logarithmically dependent on the gravity center coordinates. It was established that in spiral galaxies the orbital motion is due to the logarithmic potential, which is the exact solution of the field equations of Einstein's theory of gravity. The most well-known and widespread in nature case is turbulent flow over a smooth or rough surface, in which the mean velocity depends logarithmically on the distance from the wall. We derivate the logarithmic velocity profile in turbulent flow from the NavierStokes equations. An analogy of the logarithmic velocity profile and the logarithmic law in the case of erosion of materials under impacts been proposed. In electrodynamics, Ampere's law, which describes the interaction of current-carrying conductors, is a consequence of the logarithmic dependence of the vector potential of the distance from the conductor axis. There is, however, an alternative derivation of Ampere law of the Riemann hypothesis about the currents due to the motion of charges

Production and processing of grains formed in the national economic system of the country a number of cereals-governmental sectors, such as grain production, grain elevator industry, flour, cereals and mixed fodder production, which constitute the grain complex country. The significance and role of the grain as a commodity in the state economy can not be overestimated. This product, is totally liquid, which has a constant, steady demand at any time of the year, in any region. Ongoing measures to increase grain production and improve its implementation did not have a complex character, therefore, insignificant effect on the efficiency of the industry and the competitiveness of grain production. The shortagecovered by imports.According to the characteristics of management in agriculture, it should be emphasized that the absence of objective and timely information at all stages of production of the plant-breeding, and as a result, non-optimal choice of technology of cultivation of agricultural crops, might result in the fact that the cost of labor and material resources increases significantly, the company does not receive profits, and sometimes suffers losses. When selecting cultivation technology for agricultural crops, an agronomist has a database of more than a hundred times-personal of alternative technologies for each crop. It is up to the decision-maker (DMP) to find specific criteria to select the most suitable (for the owners and the climatic zone) technology of cultivating for the culture. These circumstances explain the relevance of in-depth research of economic and mathematical models and methods of analysis and evaluation of the economic efficiency of technologies of cultivation agricultural crops. The article deals with the process of developing multicriteria economic-mathematical model of a comprehensive assessment of technology of cultivation of agricultural crops.

ASYMPTOTICS OF QUANTIZATION, SELECTION OF THE NUMBER OF GRADATIONS IN THE SOCIOLOGICAL QUESTIONNAIRES AND TWO-LEVEL MODEL OF INVENTORY MANAGEMENT

We consider an approach to the transition from continuous to discrete scale which was defined by means of step of quantization (i.e. interval of grouping). Applied purpose is selecting the number of gradations in sociological questionnaires. In accordance with the methodology of the general stability theory, we offer to choose a step so that the errors, generated by the quantization, were of the same order as the errors inherent in the answers of respondents. At a finite length of interval of the measured value change of the scale this step of quantization uniquely determines the number of gradations. It turns out that for many issues gated it is enough to point 3 - 6 answers gradations (hints). On the basis of the probabilistic model we have proved three theorems of quantization. They are allowed to develop recommendations on the choice of the number of gradations in sociological questionnaires. The idea of "quantization" has applications not only in sociology. We have noted, that it can be used not only to select the number of gradations. So, there are two very interesting applications of the idea of "quantization" in inventory management theory - in the two-level model and in the classical Wilson model taking into account deviations from it (shows that "quantization" can use as a way to improve stability). For the two-level inventory management model we proved three theorems. We have abandoned the assumption of Poisson demand, which is rarely carried out in practice, and we give generally fairly simple formulas for finding the optimal values of the control parameters, simultaneously correcting the mistakes of predecessors. Once again we see the interpenetration of statistical methods that have arisen to analyze data from a variety of subject areas, in this case, from sociology and logistics. We have another proof that the statistical methods - single scientificpractical area that is inappropriate to share by areas of applications

PRECEDENT TEXTS OF FOREIGN LANGUAGE COMPONENT IN STUDENTS' SPEECH

The article was written in the mainstream of modern Lingua-cognitive research and is dedicated to the analysis of precedent texts created by a group of languag- personality of a high school student, as well as intertextual meaningswhich have been updated by signs, misleading by precedent texts and demonstrating category of artistic values of language groupe personality of the student. The main methods of precedent texts studies, were continuous sampling of the material, linguistic experiment and semantic-cognitive analysis. The study was made on a material of texts of a educational online communication. The analysis results were 1) identification of the main structural components and content of student precedent texts of online subdiscourse; 2) the classification of the group of precedent texts student linguistic identity, including modern phraseological units; 3) The consideration of the phraseological transformation of units in the online discourse; 4) the definition of the role of new borrowing in the current phraseologisms student community. The goal of the phraseological transformation is a student a data encoding of lexical units in order to enrich the student sub language, giving it brightness and imagery. This conclusion fits into the general tendence of modern contact process and cognitive linguistics

THE FORMATION AND QUALITY OF MEAT OF CATTLE BREEDING AND POULTRY FARMING

In order to ensure import substitution and threshold values of meat production, it is necessary to stabilize the livestock of animals and introduce intensive technologies. In conditions of arid steppes, the animals of Kalmyk, Hereford and Aberdeen-Angus breeds are best suited to stall-pasture technology. Before weaning from mothers at 7-8 months of age, their offspring is grown without additional feeding, just mothers’ milk. Therefore, the growth rate of suckling young animals rarely exceeds 850 grams of daily growth, while the live weight reaches 400-450 kilograms at the age of 18 months, with some advantage in favor of the young generation of Hereford breed. Using the intensive 9- months growing at the fattening complex with feeding from the self-feeders ensured the average daily gain in the Kalmyk bull-calves at the level of 1398 grams, and for the Aberdeen-Angus and Hereford breeds the growth is 1533 grams. The highest growth energy, live weight (661 kilograms), was with Hereford bulls. From bulls of the native Kalmyk breed with intensive technology of growing, a heavy body weight increase of 331 kilograms at 18 months of age was obtained. All tested samples of meat according to microbiological indicators comply with the requirements of the Technical Regulations
