OUTSOURCING AS AN EFFICIENT TECHNOLOGY FOR CONSOLIDATION OF CAPITAL PARTNERS OF THE CORPORATION

The article examines the traditional concept of outsourcing from the perspective of the characteristics of a public Corporation of the knowledge economy and building competitiveness. The author notes essential narrow interpretation of traditional outsourcing and examines a new, broader understanding of how the mobilization of intellectual and human capital, third party outsourcers for the benefit of the Corporation. Formation of the sector of the knowledge economy in Russia actualizes the importance of joint and coordinated problem solving connections intellectual, human and other intangible capital partners, who are provided with a number of activities as part of the mega business process associated with the production of intellectual goods and services. According to the authors, the development of outsourcing leads to a network form of business organization and mega business process is transformed into a network conglomerate, the capital of which is "adapting" to each other with the formation of a harmonious configuration of material and immaterial capital. Such configuration of capital we call capitulorum, as a new instrument for the realization of development strategy

OUTFLOW OF CAPITAL FROM RUSSIA: TRENDS, CHALLENGES AND IMPLICATIONS

In the last decade, the question of migration of capital, including its illegal export, became an actual problem from both the international financial organizations, and government authorities, which are realizing monetary and credit regulation. This is explained by the fact that in the conditions of globalization the level of mobility of the capitals and integration of the financial markets sharply increased. As a result, any local event can provoke intensive outflow of resources from this or that country and lead to an unstable economic situation. And national financial crisis, in turn, is able in a short time not only cause a chain reaction of defaults in the system of international payments, but also lead to serious disruptions in the global financial markets. For this reason, the prevention of illegal export of Russian capital abroad can contribute to the growth gold and currency reserves, the stabilization of the national currency, a more accurate prediction of the balance of payments of the Russian Federation. Framing of measures of preventing of illegal export of the capital, including by means of system of currency regulation and currency control, is an objective necessity, which aim is to increase the stability of the financial and credit, and, in particular, the banking system, the financial market, improving the investment climate. From that as far as there will be effective measures to prevent the illegal export of capital depend the efficiency and level of development of the country's economy, Russia's place in the international financial system

ORIGIN, EVOLUTION AND DISTINCTIVE FEATURES OF LANGUAGE AND COMMUNICATION IN NATURE

The article considers current trends and unsolved problems in studies of the origin and evolution of communication in nature. Distinctive features of natural language, its biological, cognitive and sociocultural foundations are revised from the perspectives of new findings in this field. The article also investigates the main characteristics of primal and basic forms of "communication" (e.g. in bacteria and plants). It is argued that to them are more applicable non-representational models of communication, because they are not based on the representation of meanings or the processes of cognition and interpretation. On the example of the acoustic signals of birds and primates it is shown that they have such linguistic features as referentiality, plasticity and sociocultural heritability. Discovery of the faculty, for instance in some species of birds, for a "semantically compositional communication" ("semantic compositionality"), reveals also the presence of the "protosyntax" in animal communication. Considered studies enable to bring together features of communication in nature and natural language and to see the evolution of communication as the more gradualistic process than previously thought. Nevertheless, it is emphasized that there is a need for the development in the modern studies the socio-cultural approaches to communication that take into account the non-genetic inheritance system and the cumulative nature of culture

ORIGIN OF SORGHUM AND DEVELOPMENT OF ITS BREEDING

Sorghum is cultivated in many countries of the world on around 50 ml hectares. The main producers of sorghum are India, Nigeria, Sudan and the USA. Sorghum comes from equatorial Africa. India and China are the secondary places of origin and formation. The USA achieved great success in breeding, seedgrowing and agro technologies of grain sorghum. In the country sorghum occupies 14.4% of the world amount of sowing areas; the gross yield is 40%. Sorghum breeding on Don was started by E.S. Yakushevsky in 1938. In 1963 after a long break the work was restarted at the Zernograd Breeding Station headed by Ya.I. Issakov. At present the amount of sowing areas for sorghum is constantly increasing in RF (220.3 thousand ha in 2015). It occurs due to aridity of climate and more frequent use of the crop as insurance. Besides, the development of white kernel varieties gave an opportunity to use sorghum for starch and spirit. There are 221 varieties and hybrids of sorghum registered in the State List. The main directions of breeding work with grain sorghum are early maturity, suitability for mechanical harvesting, productivity and grain quality. The ARRIGC developed the white kernel early maturing varieties ‘Velikan’, ‘Zernogradskoe 88’, ‘Ataman’ without necessity to be dried after harvesting, with productivity of 8 t/ha. The main directions of breeding work with sweet sorghum are early maturity, high intensity of initial growth, low height, resistance to lodging, high productivity and quality of green chop. The ARRIGC developed the varieties for fodder use (‘Listvenit’), for spirit and treacle (‘Debyut’ and ‘Zernogradsky Yantar’). Sorghum due to origin and varietal diversity even in dry and hot parts of the world allow obtaining stable, high yields of grain and green chop. Economic analysis of historical facts and problems of origin, making of business on Kuban at the end of 19 in the beginning of 20 century was conducted in the article. Problems of small-scale business were shown up in the course of analysis. Experience of application of a range of instrumental sets of problems decision and creation of economic, social and entrepreneunial preconditions for their decision was considered. Experience of small-scale business development on one territory, but in different epochs, bears some historical identification.

The article discusses the Genesis of Islam and its role in the development of Muslim law family, highlights the main sources of Muslim law legal families. It is noted an important role of standards in Islamic law developed by the theologians of the activities in the process of interpretation in filling gaps in the law. All this has led to the emergence of different schools or sects, which contributed to the creation of many ideologically warring with each other Muslim sects. The followers of these movements convince their supporters that the rest courses are false. The article notes that currently, in general, the Muslim law has not lost its position. Modern Islamic community of the world has about a billion and a half followers. The Muslim law has not only maintained its position, but also extends its sphere of influence. Islam – the youngest world religion - enters the countries whose people earlier professed Christianity, Hinduism, Buddhism, etc., the Followers of Islam, moving to other countries, almost do not assimilate. So, the Islamic community in Europe is practically not subjected to European influence. Some of the legal institutions in a number of non-Muslim countries are subjected to Islamization. In some countries, Islamic law is not considered as legally valid, but it works in fact. This happens in the Muslim enclaves of Europe, it is happening in Russia, particularly in the republics of the North Caucasus

The article is devoted to the actual problem of social psychology - joint activity in small groups of young people and conditions of its productivity. Historical and psychological, methodological and empirical prob-lems of socio-psychological research of orientation (prevenient part of joint activity), which provide pro-ductivity of joint activity, were analyzed in the article. The prevenient part of joint activity is considered as a component of the structure of joint activity. As the result of empirical research, the general problem of orientation and its’ influence on effectiveness of activ-ity were brought to light.
