Modern trends of development of economic relations
are not devoid of problems. The globalization of
economic relations, development of communication
network has opened a lot of abuse, incorrectly built
relationships with contractors and agencies
administration, well-known difficulties and
shortcomings of law enforcement. The study showed
that the weight of these circumstances caused the
absence of an organized system of registration,
formation, compilation, analysis and presentation of
information. Collectively it is nothing like the
attributes of the accounting system. The development
of accounting in the region and the country as a whole
in the direction of generalization of accounting
information on all economic entities and other
economic actors, becomes the requirement of time.
The authors proposed the principles of the
organization's user systems through a single automated
account management system. Defined the functional
role of each participant in such system. Much of the
information comes from the so-called user agents – the
authority of the state machinery and economic entities
authorized in the formation and presentation of the
required accounting information. The rules of the
proposed system will provide the consistency required
functionality of each participant and access to some
form of economic information through economic
roadmap. The implementation of the proposed
accounting system will allow to define rules of
functioning of the uniform economic space of the
country, which will make possible the implementation
of economic policies more effective, will allow to
disseminate the experience of effective ministries in all
areas of economic space

It is noted that the grain market has a key influence on food supply in our country. Today, in the conditions of import substitution, many animal products continue to be received from abroad in large volumes, among which grain is a feeding base, although those products can be produced domestically with high profits. In recent years, our country has become a large grain exporter and had been set among the four world's largest grain sellers at the world market. Now, the main problem of the grain business has become not manufacturing but the effective management and marketing of grain sale on domestic and foreign markets. Under the "grain market", the authors understand an integrated mechanism covering the entire process of production - processing - logistics - marketing of grain products, ensuring access to the consumer. The authors note that today there should not be rigid boundaries in the management segments of the grain market, as all sectors of the market are technologically linked through a set of integrated activities. Also they are bringing up their model of functioning management of the grain market, which clearly demonstrates the basic blocks of the investigated production systems, their connections and relationships. The practical implementation of such cooperation promises to participants of the grain market to get a certain synergistic effect due to the systemic functioning of technological, logistics, marketing and other business relationships between all parties; as well as adjustments to price ratios and more sophisticated economic instruments for investment in that business

The present article is devoted to the revealing of the
influence of the innovation restructuring on the
structural stability of economic complexes and
subcomplexes. In this work there was taken the effort
to determine the connection between the achievement
of stability of social-economic system and
technological limits of its new equilibrium condition
and as well as the necessary restructuring because of
innovation changes. In the work there was underlined
that the achievement of the ideal condition of
equilibrium (harmony) of multilevel economic system
and its long being in this condition is the aim to which
the system speeds under the influence of the sum of
factors. The equilibrium in such systems practically
links with the notion of aimed development. The
mathematical analysis of the realization of the law of
structural stability, more known as the “law of the
least”, showed that:
-The potential of stability of each component of
economic system must be determined by the conditions
of influence on it by the external environment;
-At the uniform (homogenous) influence on all
components of the system, we should follow the
absolute equal stability of all elements of the system.
-It is obviously that it is wrong to increase the potential
of stability of the rest elements of the system higher
than the potential of it’s weakest element because it
will not supply with the rise of performance and
effectiveness and will lead only to non-productive and
ineffective use of additionally spent resources. Firstly,
it is necessary to reveal the weak element and to rise its
potential and to increase the potential of stability of the rest elements in accordance with the rise of the
potential of the weak element for the further rise of the
performance and efficiency of the production in such
economic system.
-At the diverse (heterogeneous) influence on the
system, we should aim to the absolute stability of all
components of the present type of the influence. At the
concentrated influence when the external influences
always are directed to the more instable and weak
components and the stability of the system is
determined by the least stable one, it is enough to get it
out from the stable equilibrium to direct the system on
the least stable components.
-At the innovational changes of techniques and
technology in economic systems, the technical and
technological proportions and “chain connections”
between branches in the economic complex are
changed. It, in its turn, leads to the necessity of
revealing of optimal proportions of different elements
of the economic system and the whole chain at its
equilibrium. It leads to the change of ranks in searching
of the weak element as well and along with it the
priorities in the development of the system.
At the analysis and the assessment of innovation
development of the economic system it is necessary
along with other factors to take into account the results:
analysis of its structural stability of the “weak
element”, revealing of “weak element”; working out of
the arrangements on the increase of partial structural
stability of the “weak element” of the economic
system; working outs of arrangements on the increase
of potential of the structural stability of the rest
elements of the system adequately to the rise of
stability of the “weak element” and with an account of
influence of its size and dynamics of the further rise at
the increase of potential of stability of the rest elements
of economic system. All it allows to increase the
performance and effectiveness of the system in whole
The article is devoted to the issues of formation of regional industrial policy. Great attention is paid to learning of the state regulatory impact on the industrial business in the region. We have also considered and classified objectives of industrial policy, identified weaknesses undertaken by the state industrial policy in
terms of achieving maximum effect
The authors note, that the system of state regulation of agribusiness sets the rules and creates a relatively equal competitive opportunities for all market participants. The state support though is directed to increase efficiency of the state regulation of all agricultural subjects, including small-scale farming. Classics of retrospective of market relations’ development have shown that the manufacturing business can be quite successful in a self-regulatory market. Later, the practice of using the Marxist economic theory revealed the insolubility of the contradictions in the functioning of the classical market model. The Paradigm of the Keynesian school has confirmed the contradictions of the classical equilibrium theory of the free market. In the result, the strategy of the industrial markets development has swept in the direction of the neo-conservative models of regulation. Today, the integration models that are using synthesis of state-and market-based regulatory instruments are remaining the philosophy of many Worlds’ developed economies. At the same time, in our agrarian economy, the balanced and equilibrium proportions of the development are absent, what requires greater state involvement in the regulation of the agribusiness growth. The authors believe that the latest Western sanctions provide additional opportunities for the development of domestic agricultural production. The state should actively use its capabilities in the development and strengthening of domestic agricultural production and access to foreign commodity markets. After achieving adequate competitive position providing sustainable economic growth of the agricultural economy, the intervention of state protectionism can be reduced and, simultaneously, the role of the liberal approaches should be increased
