In modern conditions the sphere of housing and communal services has every reason to become a breakthrough towards sustainable development of the national economy based on innovation. However, most of the fixed assets of institutional agents of this sector in dire need of immediate conduct of a comprehensive modernization. This fact determines the relevance of subjects of this article.
The main object of management in the sphere of housing and communal services is housing. The organization of its operation does not meet modern standards, which negatively affects the quality of utility services provided to the population.
We have revealed the most significant factors and determined the degree of their influence on the development of innovative potential of the sphere of housing and communal services and improving the quality of housing and communal services. The article reveals the necessity of introduction of innovative technologies of information metering and payment of utility services to the population. The influence of these technologies to improve the quality of housing and communal services, as well as strengthening the financial condition of the majority of institutional agents engaged in housing operation was found. The article is devoted to the important problem of competitiveness of agricultural production. The concept of long-term socio-economic development of the Russian Federation up to 2020 focuses on increasing the competitiveness of domestic producers and the ecologization of products. In modern conditions of Russia's economic sanctions and limited domestic commodity producers are significantly affected. The development of the competitiveness of individual enterprises is possible in case of forming of clearly-defined economic consumer - demand oriented policy. The article provides interpretation of definition "competitiveness" by the various authors and highlights its substantial features. The dynamics of fruit plantations, volumes of croppage and productivity of fruit production are reviewed and analyzed. The areas of pome and drupaceous crops in specialized farms of Krasnodar region in 2013 grouped by fruit zones are presented in the article. The advantages of domestic producers over the western ones are presented in view of food embargo imposed to European food products by the Government of the Russian Federation. In these conditions it is necessary to continuously improve the competitiveness of the products at the expense of maximum compliance with consumer and cost characteristics of existing and potential demands of customers. The sociological research aimed at identifying the consumer demands to fruits and berries of the population of the city of Krasnodar was conducted. Methods and models for assessing the effectiveness
of management of innovative activities of enterprises
allow to calculate its indicators for each individual
innovation project that can potentially be included in
the developed version of the plan, and for a version
of the plan (program) of innovation development in
general. In the existing practice, this problem is
usually solved means of an assessment of the socioeconomic
efficiency of their implementation. The
objects of this assessment are commercial and
budgetary efficiency. The output data of the specified
process is: the payback period of investments (the
period of their return) and the profitability index
(return on investment) - when calculating commercial
efficiency; the net discounted income of the state
(budgetary effect), the profitability index and the
period of return of budget funds - when determining
budgetary efficiency. Within existing practice of
assessing the effectiveness of the implementation of
innovative plans and programs, enterprises usually
only determine the financial results of the
implementation, without linking them with the
planned specific results of scientific and innovation
activities. This practice is a consequence of the long
dominance of the so-called "monetary" approach to
solving this problem. Of course, it is important for
the enterprise to reduce the costs of implementing the
innovation project, and to increase the return on
assets. However, it is also important for the enterprise
to ensure that its innovative activity provides the
maximum saving of not only production resources,
but also labor resources (labor productivity) and material resources (material-output). It allows the
enterprise to increase the efficiency of its innovation
activities and ensure the achievement of the planned
target indicators and indicators of its development
program. In order to solve this problem, the main
elements of innovative activities of enterprises and
the trends of their development in modern conditions
are identified in the article. A systematic analysis of
this activity is carried out. The organizationaleconomic
mechanism of innovative activity of

The article examines features of the functioning of the
agro-industrial complex of Russia and the Krasnodar
region in the economic crisis. It substantiates the urgency
of adaptation of state regulation of agro-industrial complex
mechanisms to modern economic realities, we have
disclosed functions and principles for the development of
regional policy strategy in the agricultural sector. It is
proved, that the system of state regulation of regional
agro-industrial complex should correlate with the priorities
of the development of its main component - agriculture
and to promote structural reforms in the agricultural
sector, enhance its innovation and investment potential
and maintain the social orientation of the agrarian reforms.
Improving the mechanisms of state support of the
agro-industrial complex of Russia and the Krasnodar
region requires a special approach in relation to the country's
membership in the World Trade Organization. Due
to this, we have proposed the adjustment of state support
instruments of domestic agro-industrial complex, which
involves the use of priority measures of the "green box",
including an increase in funding for research in agriculture,
development of an effective institutional environment,
which will stimulate the efficiency and competitiveness
of the agricultural sector
Based on the analysis of modern production and sales of agricultural products, the main problems of this sphere, the impact of various economic and political phenomena on it, state support and foreign sanctions were studied. The issues of improving the implementation of agricultural products, the direction of development and improvement of the sales management system are considered. The influence of the seasonal factor in the sale of agricultural products producers was established. On the example of the sale of eggs of representatives of small forms of management with the help of the construction of the polynomial trend and the seasonality index, a forecast for 2017 and 2018 is made. The sales activity of the enterprise should directly focus on the current monitoring of the market situation, cooperation with other producers, joint search for partners with the goal of not only short-term cooperation, but also possible conclusion of any long-term contracts taking into account the forecasted sales volume. We have proposed measures to improve the implementation of agricultural products, the direction of development and improvement of the management of sales and storage of products through the establishment of wholesale distribution centres. Various methods for the formation of such centres are indicated. Prospects from the implementation of these projects and possible problems of their creation are explored
